Amends the Illinois Police Training Act. Makes a technical change in a Section concerning the purposes of the Act.

Amends the Film Production Services Tax Credit Act of 2008. Provides that, for accredited productions approved by the Department on or after the effective date of the amendatory Act, a "geographic area of high poverty or high unemployment" means a geographic area located within a county that has an unemployment rate of more than 10.4% or a poverty rate that exceeds the statewide average.

Amends the Illinois Municipal Code. Defines "compliance lien". Provides that if a compliance lien has been filed against a property, then those costs associated with the lien may be treated as an existing, judicially-approved special assessment, as though an assessment warrant had been issued. Further provides that the municipality may collect the costs as a special assessment if it complies with applicable procedures. Requires that the owner of record or persons interested in the property shall pay the costs incurred by the municipality for collecting the costs associated with the lien. Effective immediately.

Amends the Illinois Municipal Code. Makes technical changes in a Section concerning veteran's and educational preference.

Amends the Law Enforcement Camera Grant Act. Makes a technical change in a Section concerning the short title.

Amends the Illinois Vehicle Code. Requires vehicles facing a flashing yellow arrow indication to proceed only as indicated by the arrow and to yield the right of way to other vehicles and pedestrians lawfully within the intersection or an adjacent crosswalk. Permits pedestrians facing a flashing yellow arrow indication to proceed across the roadway within any marked or unmarked crosswalk unless otherwise directed by pedestrian control signals.

Amends the Illinois Vehicle Code. Provides that any person who drives or is in actual control of a motor vehicle upon the public highways of this State and who has been involved in a fatal motor vehicle accident shall be deemed to have given consent, regardless of whether an arrest takes place, to tests of blood, breath, or urine to detect alcohol, drugs, or intoxicating compounds. Provides that both a test of the concentration of alcohol in the person's breath and a test of blood or urine for the purpose of determining the content of alcohol, drugs, or intoxicating compounds of the person's blood shall be administered. Provides that the required tests be conducted within one hour of the arrival of law enforcement personnel at the scene of the accident or, if the driver has fled the scene of the accident, within one hour of apprehending the driver.

Declares November 2013 to be GANGFREE month in the State of Illinois.
