Amends the Illinois Income Tax Act. Provides that the research and development credit applies for all tax years ending on or after December 31, 2004 (now, tax years ending on or after December 31, 2004, and ending prior to January 1, 2016). Exempts the credit from the Act's automatic sunset provision. Effective immediately.
Amends the Law Enforcement Camera Grant Act. Makes a technical change in a Section concerning the short title.
Amends the Clerks of Courts Act. Makes a technical change in a Section concerning the disposition of certain fees, fines, costs, and other amounts paid to the circuit clerk.
Amends the Illinois Municipal Code. Makes a technical change in a Section concerning home rule preemption.
Amends the Illinois Income Tax Act. Provides that, for taxable years beginning on or after January 1, 2014, the credit allowed for increasing research activities in the State shall be in an amount equal to 10% (now, 6 1/2%) of qualifying expenditures. Deletes language providing that the credit shall be allowed only for taxable years ending prior to January 1, 2016. Provides that, if the amount of the credit exceeds the income tax liability for the applicable tax year, then the excess credit shall be refunded to the taxpayer. Provides that, in place of the credit for increasing research activities, a taxpayer may elect to claim a credit in an amount equal to 20% of the amount of the federal research credit allowed to the taxpayer for the taxable year multiplied by the State's apportioned share of the qualifying expenditures for increasing research activities for the taxable year. Effective immediately.
Mourns the death of former State Representative Michael K. Smith.
Amends the State Finance Act. Provides that, as soon as may be practical after the effective date of the amendatory Act, and in no event later than July 1, 2013: (i) $1,000,000 shall be transferred from the General Revenue Fund to the DCEO Projects Fund, and (ii) $320,000 shall be transferred from the General Revenue Fund to the Coal Development Fund. Effective immediately.
Amends the Emergency Telephone System Act. Makes a technical change in a Section concerning the short title.
Amends the Unified Code of Corrections. Makes a technical change in a Section concerning authorized fines.
Amends the Election Code. Permits the establishment of a county board of election commissioners, by referendum initiated by the county board, in a county with a population of less than 200,000 but more than 175,000 persons that has a municipality with a municipal board of election commissioners. Provides that, upon the opening of the office of county board of election commissioners, the county clerk and any municipal board of election commissioners in the county shall turn over to the county board any unused appropriations related to elections or the holding of elections in the county. Provides that a county board of election commissioners that supersedes a municipal board of election commissioners shall be composed of 5 members appointed by the circuit court of the county, at least 2 members shall reside in the municipality and shall be selected from the 2 leading political parties of the State, and at least 2 members shall reside outside of the municipality but within the county and shall be selected from the 2 leading political parties of the State. Provides that the annual budget of a county board of election commissioners shall be determined by the county board of that county. Effective immediately.
