CRIM CD-WEAPONS-EXEMPT-RIFLE

Amends the Criminal Code of 2012. Exempts from the provision of the unlawful use of weapons statute prohibiting a person from possessing certain rifles, a person possessing a rifle with a barrel or barrels less than 16 inches in length if the person is a member of a trust recognized under the federal National Firearms Act. Effective immediately.

CRIM CD-WEAPONS-EXEMPT-RIFLE

Amends the Criminal Code of 2012. Provides that the unlawful use of weapons provision prohibiting a person from possessing certain rifles does not apply to the manufacture or sale of rifles having a barrel of less than 16 inches by a person licensed under federal law to a person authorized under the Code to possess those rifles. Effective immediately.

PROP TX-CHARITABLE EXEMPTION

Amends the Property Tax Code. Provides that property that is leased by a charitable organization for a period of at least one year is exempt from taxation.

CEMETERIES-TOTAL RETURN TRUSTS

Amends the Cemetery Care Act. Provides that a trustee of a nonprofit cemetery may convert a trust fund established under the Act to a total return trust in accordance with provisions of the Trusts and Trustees Act pertaining to total return trusts, provided that the distribution percentage of the total return trust does not exceed 5% of the trust. Makes corresponding changes throughout the Act. Effective immediately.

DISABLED VETS-STATE RESIDENCE

Amends the Disabled Veterans Housing Act. Provides that the Department of Veterans' Affairs shall adopt general rules for determining the question of whether an applicant was a resident of this State at the time he or she entered the service or was discharged while being a resident of this State (rather than whether an applicant was a resident of this State at the time he entered the service), and shall prescribe by rule the nature of the proof to be submitted to establish the fact of residence.

UNEMP INS EXPER RATING 2 YEARS

Amends the Unemployment Insurance Act. Provides that the contribution rate for any calendar year shall be based upon the 2, rather than 3, calendar years immediately preceding the calendar year for which the rate is being determined.

TAX EXEMPT-VET MOTOR VEHICLE

Amends the Use Tax Act, the Retailers' Occupation Tax Act, and the motor vehicle privilege tax provisions of the Illinois Vehicle Code. Exempts from these taxes motor vehicles sold to an Illinois resident who is a service member on active duty or returning to Illinois from active duty and who applies for registration in Illinois while on active duty or within one year after leaving active duty.

FIREARM OWNERS ID-DEFENSE

Amends the Firearm Owners Identification Card Act. Provides that a holder of a Firearm Owner's Identification Card which has expired, who is not ineligible for a Firearm Owner's Identification Card under the Act, and who has submitted the application and supporting documentation to the Department of State Police to renew the Firearm Owner's Identification Card, but has not received the renewed Firearm Owner's Identification Card within 30 days as prescribed by the Act is not criminally liable for any offense an element of which is not having a currently valid Firearm Owner's Identification Card. Provides that nothing in this provision shall be construed to permit a person to purchase or receive another firearm or ammunition that he or she does not currently possess by presenting to the seller or transferor of the firearm or ammunition an expired Firearm Owner's Identification Card. Effective immediately.
