CRIM CD-FIREARM TRANSPORT

Amends the Criminal Code of 2012. Provides that a contractor or subcontractor under a contract or subcontract for the development and supply of rifles, shotguns, weapons, or ammunition to the United States government or any branch of the Armed Forces of the United States, when the activities are necessary and incident to fulfilling the terms of the contract, may transport these weapons even if they are not broken down in a non-functioning state, or are immediately accessible. Permits the transportation of a rifle with a barrel or barrels less than 16 inches in length that is not broken down in a non-functioning state, or are immediately accessible by a person: (1) who has been issued a Curios and Relics license from the U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives; or (2) who is an active member of a bona fide, nationally recognized military re-enacting group and the modification is required and necessary to accurately portray the weapon for historical re-enactment purposes; the re-enactor is in possession of a valid and current re-enacting group membership credential; and the overall length of the weapon as modified is not less than 26 inches. Effective immediately.

TACTICAL MEDICINE PROVIDER

Amends the Illinois Police Training Act. Provides that the Illinois Law Enforcement Training Standards Board shall certify Tactical Medicine Providers. Provides that in order to be eligible for certification the person must be an Emergency Medical Technician, Advanced Emergency Medical Technician, paramedic, nurse, physician assistant, advanced practice nurse physician, dentist, or other medical provider designated by the Board. Establishes additional training requirements for Tactical Medicine Providers. Amends the Counties Code and the Illinois Municipal Code. Provides that Tactical Medicine Providers may assist the sheriff or police chief, including but not limited to, Special Weapons And Tactics (SWAT), special operations, search and rescue, and disaster response teams. Provides that Tactical Medicine Providers may be assigned to a Special Weapons And Tactics (SWAT) team designated by the sheriff or police chief. Provides that a Tactical Medicine Provider does not have the power of arrest and shall not be considered a conservator of the peace. Provides that immediately prior to, during, and immediately after an authorized deployment or mission, a sheriff or police chief may authorize and direct a Tactical Medicine Provider to carry a firearm for self-protection and protection of their patients and casualties, which may include wounded law enforcement officers. Prescribes the duties of Tactical Medicine Providers. Permits TMPs to live outside the county served by the local law enforcement agency that employs him or her.

REQUIRED GA VOTE ON MEASURE

Amends the General Assembly Organization Act. Provides that if a bill is passed unanimously by one legislative chamber, then the other legislative chamber shall conduct a public hearing on the bill and it shall receive a record vote within 3 session days.

FINANCE-PAYGO BUDGETING

Amends the State Finance Act. Requires PAYGO budgeting. Provides that if a Public Act requires additional spending from State funds, then no appropriation for the additional spending required by the Public Act may be obligated or expended unless the Commission on Government Forecasting and Accountability certifies to the State Comptroller that the same or another Public Act specifically identifies adequate decreases in expenditures or enhancements in revenues to completely offset the additional spending required by the Public Act. Effective immediately.

CRIM CD-FIREARM SUPPRESSOR

Amends the Criminal Code of 2012. Provides that it is unlawful for any person to possess a suppressor for any firearm that has had its serial number removed or altered. Provides that a violation is a Class 3 felony. Effective immediately.

CONCEALED CARRY-POLICE

Amends the Firearm Concealed Carry Act. Provides that notwithstanding any other provision of law, a police officer or retired police officer carrying a concealed firearm under 18 U.S.C. 926B or 18 U.S.C. 926C (the federal laws which authorize a qualified law enforcement officer or a qualified retired law enforcement officer to carry a concealed firearm notwithstanding the laws of a State or a political subdivision of the State) who carries a concealed firearm into a privately-designated prohibited area shall not be in violation of the provision that provides that the owner of private real property of any type may prohibit the carrying of concealed firearms on the property under his or her control. Effective immediately.

CRIM CD-THEFT-RECYC METAL

Amends the Criminal Code of 2012. Creates the offense of theft of recyclable metal. Provides that a person commits theft of recyclable metal when, without the consent of the owner, he or she knowingly obtains or exerts control over property consisting of any recyclable metal as defined in the Recyclable Metal Purchase Registration Law that is manufactured, sold, or used for certain specified purposes. Provides that a person also commits theft of recyclable metal when he or she, in committing theft of recyclable metal, knowingly damages or destroys any property of another by removing or damaging recyclable metal components of that property. Provides differing criminal penalties depending on the value or type of the recyclable metal and where it was acquired.

ESTATE TAX-REPEAL

Amends the Illinois Estate and Generation-Skipping Transfer Tax Act. Provides that no tax shall be imposed under the Act for persons dying on or after the effective date of the amendatory Act or for transfers made on or after the effective date of the amendatory Act. Effective immediately.
