Amends the Firearm Concealed Carry Act. Provides that the signs stating that the carrying of firearms is prohibited shall be posted at least 36 inches from the ground and not more than 48 inches from the ground, unobstructed from view. Provides that if a sign is posted that does not meet the statutory requirements and the Department of State Police's rules, the prohibition on the carrying of firearms in the building or premises, or on the real property specified on the sign does not apply. Provides that a licensee who carries a firearm in the building or premises, or on the real property specified on the sign is not subject to the license suspension or revocation or criminal penalty provisions in the Act for his or her conduct of carrying the firearm in that building or premises or on that real property. Effective immediately.

Amends the Illinois Police Training Act. Makes a technical change in a Section concerning the purposes of the Act.

Amends the Illinois Income Tax Act. Provides that the rate of tax on individuals, trusts, and estates shall be (i) 3.375% for taxable years beginning on or after January 1, 2016 and beginning prior to January 1, 2025 and (ii) 2.295% for taxable years beginning on or after January 1, 2025 (currently, 3.75% for taxable years beginning on or after January 1, 2015 and ending prior to January 1, 2025 and 3.25% for taxable years beginning on or after January 1, 2025). Provides that the rate of tax on corporations shall be (i) 4.725% for taxable years beginning on or after January 1, 2016 and beginning prior to January 1, 2025 and (ii) 4.32% for taxable years beginning on or after January 1, 2025 (currently, 5.25% for taxable years beginning on or after January 1, 2015 and ending prior to January 1, 2025 and 4.8% for taxable years beginning on or after January 1, 2025). Makes corresponding changes concerning the distribution of proceeds. Effective immediately.

Amends the Criminal Code of 2012. Makes a technical change in a Section concerning the definition of "felony".

Amends the General Assembly Compensation Act. Provides that beginning in 2016, and for each year thereafter, if the General Assembly fails to pass a balanced budget by June 30th of each year, the compensation to be paid to members of the General Assembly, including the additional sums payable to officers of the General Assembly, shall be withheld until a balanced budget is passed. Amends the State Budget Law of the Civil Administrative Code of Illinois. Removes the salary of members of the General Assembly from continuing appropriations provisions. Effective immediately.

Amends the Criminal Code of 2012. Makes a technical change in a Section concerning the definition of "conviction".

Repeals the Firearm Owners Identification Card Act. Effective January 1, 2017.

Amends the Illinois Income Tax Act. Makes changes to a credit awarded for wages paid to qualified veterans. Provides that the credit shall be: (1) $5,000 (instead of 20% of the gross wages, but not to exceed $5,000) for certain veterans who were unemployed at the time of hire; and (2) $1,200 (instead of 10% of the gross wages, but not to exceed $1,200) for other qualified veterans. Changes the definition of "qualified veteran" to include all Illinois residents who are members of the National Guard, reserve, or regular component of the Armed Forces of the United States. Allows the credit to be prorated. Provides that the credit is exempt from the Act's automatic sunset provision. Effective immediately.

Amends the Animal Control Act. Provides that if the Administrator, State's Attorney, or Director has investigated and determined that there exists probable cause to believe that a dog is a vicious dog, that official may file a complaint in the circuit court in the name of the People of the State of Illinois to deem a dog to be a vicious dog. Deletes language providing that a citizen of the county in which the dog exists may file a complaint to commence a hearing to deem a dog to be a vicious dog. Provides that the changes to this Section are only effective to causes of actions accruing on or after the effective date of the bill. Provides that after a thorough investigation including: sending, within 10 business days of the Administrator or Director becoming aware of the alleged infraction, notifications to the owner of the alleged infractions, the fact of the initiation of an investigation, and affording the owner an opportunity to meet with the Administrator or Director prior to the making of a determination; gathering of any medical or veterinary evidence; interviewing witnesses; and making a detailed written report, an animal control warden, deputy administrator, or law enforcement agent may, after determining that there exists probable cause to believe that a dog is a dangerous dog, ask the Administrator, or his or her designee, or the Director, to deem a dog to be "dangerous". Effective immediately.

Amends the Civil Administrative Code of Illinois. Provides that the Department of State Police employ laboratory technicians and other specially qualified persons to aid in the identification of criminal activity, and deletes polygraph operators from this provision.
