Expresses reflecting on the heinous Hamas terrorist attack of October 7, 2023, and remembers the lives of the civilians, soldiers, and defenders who expressed unwavering support for the State of Israel. Extends sincere condolences to the families who have lost loved ones in this brutal assault, including the families of the 46 American citizens who lost their lives. Expresses standing steadfast in the face of terrorism and violent acts and remaining committed to lasting peace and stability for the State of Israel.

Amends the Illinois TRUST Act. Specifies that provisions of the Act that prohibit the enforcement of federal civil immigration laws by State law enforcement agencies and officials do not apply if the State law enforcement agency or official is presented with a valid, enforceable federal warrant. Specifies that nothing in those provisions prohibits communication between federal agencies or officials and law enforcement agencies or officials. Deletes prohibitions against agreements to detain individuals for federal civil immigration violations. Deletes various specified prohibitions against assisting with immigration enforcement. Repeals the Court Access, Safety, and Participation Act.

Declares August 27, 2026 as Hero Day in Illinois to recognize the bravery, dedication, and sacrifices of the first responders who gave their lives in the line of duty and to honor and support the families that they leave behind. Commends the 100 Club of Illinois on its 60th anniversary and recognizes its extraordinary contributions to first responders and their families across the State of Illinois.

Amends the Public Higher Education Act, the Board of Higher Education Act, and the Higher Education Student Assistance Act. Provides that a resident of the State who is not lawfully present in the United States is not eligible, on the basis of residence within the State, for any postsecondary educational benefit unless a citizen or national of the United States is eligible for such a benefit without regard to whether the citizen or national is such a resident. Provides that any benefit conferred to a nonresident of the State who is lawfully present in the United States may not be lesser in amount, duration, or scope than the benefit conferred to a State resident who is unlawfully present in the United States.

Provides that the Act may be referred to as Trey's Law. Creates the Invalidity of Certain Nondisclosure Clauses Act. Provides that a nondisclosure clause in a settlement agreement is void and unenforceable as against the public policy of this State to the extent that the nondisclosure clause prohibits an individual from disclosing to any other individual or entity or reporting to law enforcement an act of sexual abuse or facts related to an act of sexual abuse that was committed or allegedly committed against the individual before the individual attained 18 years of age. Provides that nothing in the Act may be construed to prohibit an individual from agreeing to keep confidential any other provision of a settlement agreement, including the amount or payment terms of a settlement. Applies to any settlement agreement entered into before, on, or after the effective date of this Act.

Amends the Illinois Municipal Retirement Fund (IMRF) Article of the Illinois Pension Code. Provides that, if the payment of a retirement annuity is made to an annuitant more than one month after that retirement annuity payment became payable, then the Fund shall pay interest to the annuitant in an amount equal to 6% of that payment of the retirement annuity. Amends the Illinois Insurance Code. In provisions concerning the municipal employee's continuance privilege, provides that if an employee has elected to have the monthly premium deducted by the Illinois Municipal Retirement Fund from the employee's monthly pension payment, then the Illinois Municipal Retirement Fund shall promptly remit the premium payments to the insurance company, regardless of whether the employee's monthly pension payment has been paid to the employee. Amends the State Mandates Act to require implementation without reimbursement.

Amends the Jury Commission Act. Provides that the clerk of the circuit court shall notify the jury administrator or jury commissioners of each jury summons that is returned indicating a change of address. Provides that, not less often than every 3 months, the jury administrator or jury commissioners shall send the local election authority a list of each such change of address. Amends the Election Code. Contains provisions concerning the cancellation of voter registration if the county clerk is of the opinion that the person is not a qualified voter or has ceased to be a qualified voter. In provisions requiring election authorities to automatically register a voter who has moved to a new jurisdiction in Illinois or within the jurisdiction, requires the election authority to act within 90 days of receipt of information from the National Change of Address Linkage System. Requires county clerks and the Board of Election Commissioners to complete verifications of voter registrations after a consolidated election in an odd-numbered year but before the first day allowed for circulation of a petition for nomination for a candidate for the following primary election in an even-numbered year (rather than at least once in every 2 years). Requires the county clerks and the Board of Election Commissioners to certify to the State Board of Elections that the verification has been conducted and completed within 30 days of completion of the verification.
