PROC CD-VETERAN PREFERENCE

Amends the Illinois Procurement Code. Requires that each chief procurement officer establish a goal of at least 10% of the total dollar amount of State contracts of agencies under the officer's jurisdiction to be awarded to veteran-owned businesses.

BUILD IL ACT-VETERANS

Amends the "Small Business Development Act" Article of the Build Illinois Act. Adds a definition of "veteran", and provides that small businesses that are at least 51% owned and managed by one or more persons who are veterans are eligible for loans from the Department of Commerce and Economic Opportunity on the same terms as minority, female, or disability small businesses. Effective immediately.

VEH CD-ONE LICENSE PLATE

Amends the Illinois Vehicle Code. Provides that, beginning with the next registration year after the effective date of this amendatory Act in which the Secretary of State distributes newly designed standard registration plates for motor vehicles, the Secretary of State shall issue one registration plate (instead of 2) for newly registered motor vehicles and the registration plate shall be attached to the rear (instead of front and rear) of the motor vehicle.

CNTY CD-SCHOOL TAX

Amends the County School Facility Occupation Tax Law in the Counties Code. Provides that a school district that receives proceeds from a county school facility occupation tax may enter into an intergovernmental agreement with a municipality to share those proceeds. Provides that the municipality may use its share of the proceeds only for municipal infrastructure purposes. Provides that the agreement is subject to referendum approval. Amends the School Code to make conforming changes. Effective immediately.
