EDUC-SEXUAL ABUSE/ASSAULT

Amends the School Code and the Critical Health Problems and Comprehensive Health Education Act. With respect to the renewal of a Standard Teaching Certificate, provides that continuing professional development activities may include participating in or presenting at in-service training programs on sexual abuse and assault awareness and prevention. Provides that the Comprehensive Health Education Program shall include age-appropriate sexual abuse and assault awareness and prevention education in grades pre-kindergarten through 12 (instead of sexual assault awareness in secondary schools). Effective immediately.

SCH CD-BLOCK GRANT FUNDING-CHI

Amends the Block Grants for Chicago Article of the School Code. Provides that, beginning with the 2012-2013 school year, the district shall submit application, approval data, and claim information in the same manner and format as all other school districts for programs provided in the general education and educational services block grant. Effective immediately.

USE/OCC TAX-EXEMPT PROPANE

Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides that, from August 15th through November 15th of each year beginning in 2012, propane used for agricultural purposes is exempt from taxation under the Acts. Effective immediately.

SCH CD-P-20 COUNCIL-REPORTS

Amends the School Code. Requires that any and all reports submitted on behalf of education-related advisory groups, boards, committees, councils, task forces, and working groups to the General Assembly, the Governor, the State Board of Education, and the Board of Higher Education also be submitted to the Illinois P-20 Council. Effective immediately.

MUNI CD-TIF EXTEND-DIXON

Amends the Tax Increment Allocation Redevelopment Act in the Illinois Municipal Code. Provides that the redevelopment project in the TIF district created by an ordinance that was adopted on November 12, 1987 by the City of Dixon must be completed by December 31 of the 35th year (now, the 23rd year) after the year in which the ordinance was adopted. Effective immediately.

VEH CD-GOVT AMBULANCE PLATES

Amends the Illinois Vehicle Code. Provides that the Secretary of State shall issue temporary ambulance registration plates for use by a government operated ambulance service. Provides that a temporary license registration may not be used unless the government entity has no other active ambulance vehicles to provide ambulance service. Provides that a temporary ambulance license registration shall be valid for a maximum of 15 days. Provides that temporary ambulance plates shall be issued to an ambulance service upon request, and shall be registered in the event that the temporary license registration becomes necessary. Provides that a temporary license registration may not be used more than once; after use, the ambulance service must request a new temporary plate from the Secretary. Provides that the Secretary may establish rules to implement the new provisions.

CRIM CD-CAUSTIC SUBSTANCES

Amends the Criminal Code of 1961. Repeals provision that makes it a Class 4 felony for any person knowingly to have in his or her possession or to carry about any of the substances which are regulated by Title 16 CFR Section 1500.129 of the Federal Caustic Poison Act and are required to contain the words "causes severe burns" as the affirmative statement of principal hazard on its label. Repeals provision that requires the purchaser of such substances prior to taking possession to: (1) provide a valid driver's license or other government-issued identification showing the person's name, date of birth, and photograph; and (2) sign a log documenting the name and address of the person, date and time of the transaction, and the brand, product name and net weight of the item. Effective immediately.

SCH CD-CHARTER-ENROLLMENT

Amends the Charter Schools Law of the School Code. Increases the maximum number of enrollment seats permitted for any one of the campuses of a dropout charter school from 165 to 250.

VEH CD-ONE LICENSE PLATE

Amends the Illinois Vehicle Code. Provides that, beginning with the next registration year after the effective date of this amendatory Act in which the Secretary of State distributes newly designed standard registration plates for motor vehicles, the Secretary of State shall issue one registration plate (instead of 2) for newly registered motor vehicles and the registration plate shall be attached to the rear (instead of front and rear) of the motor vehicle. Provides that all cost savings realized through the issuance of one registration plate instead of 2 shall be deposited into the State Police Operations Assistance Fund.
