CRIM CD-SEX OFFENDERS-PRESENCE

Amends the Criminal Code of 1961. In provisions making it unlawful for a child sex offender to knowingly be present on school property or a school vehicle when persons under the age of 18 are present, eliminates an exception for an offender who is the parent or guardian of a student who is present. Effective immediately.

OLDR ADULT SRVCS ADVISORY COMM

Amends the Older Adult Services Act. Provides that the Director of Aging, in collaboration with the Directors of Public Health and Public Aid, may appoint additional citizen members to the Older Adult Services Advisory Committee. Provides that each such additional member must be either an individual age 60 or older or an uncompensated caregiver for a family member or friend who is age 60 or older. Effective immediately.

URGE CONGRESS-MILITARY KIDS ED

Urges Congress to take all steps necessary, by means of substantive legislation and by means of appropriation, to provide adequate Impact Aid and Impact Aid supplement funding to the Department of Education and the Department of Defense to ensure that the children of military families attending local public schools receive the same level of educational opportunity available to children in neighboring, non-federally impacted school districts.

NOTARY PUB-JOURNAL-FEES

Amends the Illinois Notary Public Act. Requires notaries to maintain a chronological journal of notarial acts. Exempts military veterans and public safety personnel from fees for notarizations of documents relating to benefits resulting from their employment. Imposes certain requirements for establishing the identity or persons seeking notarization and witnesses to notarizations.

PEN CD-DNST TCHR-MILITARY CRED

Amends the Downstate Teacher Article of the Illinois Pension Code. Provides that if, during his or her last year of service, a person establishes military service credit of at least 335 days but less than one year, then credit shall be granted for an entire year. Effective immediately.

CRIM CD-MINORS-TATTOO & PIERC

Amends the Criminal Code of 1961. Provides that it is unlawful for a person, other than a person licensed to practice medicine in all its branches, to tattoo or offer to tattoo a person under 18 (rather than 21) years of age. Provides that the penalty for unlawfully tattooing or piercing the body of a person under 18 years of age is a Class 4 felony (rather than a Class C misdemeanor). Provides that it is a Class 4 felony for an owner or employee of those businesses to permit a person under 18 years of age to enter or remain on the premises where tattooing or body piercing is being performed unless the person under 18 years of age is accompanied by his or her parent or legal guardian.

RONALD REAGAN STATUE

Urges the Secretary of State and the Office of the Architect of the Capitol to initiate the planning process to erect a statue on the Capitol grounds in honor of President Ronald Reagan to be funded through private resources.
