Amends the City Colleges of Chicago Article of the Public Community College Act. Repeals provisions concerning a financial report the chief administrative officer must submit to the board of trustees. Effective immediately.

Amends the State Finance Act. Creates a non-appropriated Fund, the Minority Film Support Fund, to be administered by the State Treasurer to help collateralize loans from financial institutions to minority film makers producing films or building or maintaining minority film and television studios when the institution's credit standards would not otherwise be met.
Amends the Unified Code of Corrections. Makes a technical change in a Section concerning administrative regulations.
Amends the Downstate Firefighter and Chicago Firefighter Articles of the Illinois Pension Code. Allows a member of a pension fund established under the Downstate Firefighter Article to forfeit service credit for the purpose of establishing a corresponding amount of service credit under the Chicago Firefighter Article of the Code. Amends the State Mandates Act to require implementation without reimbursement.
Amends the Environmental Protection Act. Changes the annual NPDES discharge fee for mines other than mines producing coal from $5,000 to $1,000. Effective July 1, 2007.
Amends the Unified Code of Corrections. Makes a technical change in a Section concerning the supervision of persons on parole or mandatory supervised release.
Amends the Department of Commerce and Economic Opportunity Law and the State Finance Act. Creates the Illinois Community Assets Fund to finance intermediary agreements, administration, technical assistance agreements, loans, grants, investments, or other forms of financial assistance for the purpose of increasing access to capital and financing in economically depressed communities or communities and populations that have been underserved by mainstream capital markets in Illinois. Effective immediately.
Amends the Criminal Code of 1961. Makes a technical change in a Section concerning the offense of tattooing the body of a minor.
