SUPPORT FAIR TRADE

Calls upon federal policy makers to support policies that promote American interest by requiring full reciprocity, fairness, and transparency in all U.S. trade agreements, including such areas as labor and environmental standards, support actions to combat the illegal and mercantilist practice of prolonged currency misalignment, support the elimination of tax disadvantages which undermine the competitiveness of U.S. producers both at home and abroad or which discourage investment in America, support the aggressive enforcement of U.S. laws to halt foreign illegal trade activities such as dumping, subsidies, and intellectual property theft, and ensure that goods sold domestically meet U.S. food and product safety standards.

TASK FORCE-WORKPLACE BULLYING

Creates the Illinois Task Force on Workplace Bullying. Provides that the Task Force shall study workplace bullying in the private sector and the impacts of that conduct and shall submit a report to the General Assembly by December 1, 2010.

URGE IOC - OLYMPIC SHOOTING

BANKING ACT-PROHIBITED ACTS

Amends the Illinois Banking Act. Creates an exception in a provision prohibiting the Director of Financial and Professional Regulation of the Division of Banks and Real Estate, his or her deputies, and employees of the Division of Banks and Real Estate of the Department of Financial and Professional Regulation (was the Commissioner, deputy directors, and employees of the Office of Banks and Real Estate) from obtaining a loan from an entity regulated by the Act by permitting an employee of the Division to obtain a loan from a regulated entity if the loan was not offered with the intent to influence the performance of the employee's official duties and if the loan qualifies within other exceptions under federal law. Effective immediately.

CD CORR-ELDERLY SENTENCE

Amends the Unified Code of Corrections. Provides that a committed person who is at least 50 years of age and who has served at least 25 consecutive years of imprisonment in a Department of Corrections institution or facility and is serving a sentence other than death may petition the Prisoner Review Board for an elderly sentence adjustment. Provides that the Prisoner Review Board may not order the release of the committed person if the Prisoner Review Board finds that the committed person poses a threat to public safety. Provides that if the Prisoner Review Board determines that a committed person is eligible for an elderly sentence adjustment and determines that the committed person should receive a sentence adjustment, the Prisoner Review Board shall set the conditions for the committed person's release from prison before the expiration of the committed person's sentence. Provides that the Prisoner Review Board when adjusting a sentence shall require 10 hours of community service for each year served in prison and require electronic monitoring for at least 6 months. Provides that a petition for sentencing adjustment shall be submitted only once unless the Prisoner Review Board decides unusual circumstances warrant another hearing. Provides for notification of the families of victims if a petition for elderly sentence adjustment is filed. Provides that the Department of Corrections shall develop a pilot program patterned after the Impact of Crime on Victims Class (ICVC), including the Restorative Justice segment, used by the Missouri Department of Corrections. Provides that the pilot program shall be implemented in one maximum security prison for women and one maximum security prison for men. Provides that the ICVC shall be made available to prisoners eligible for elderly sentence adjustment on a voluntary basis.

JUV CT-DELINQUENCY VACATED

Amends the Juvenile Court Act of 1987. Eliminates the provision that the State's Attorney may object to a court order of continuance under supervision. Provides that at the successful completion of probation, a minor may move to vacate a finding of delinquency. Provides that unless good cause is shown, such motion to vacate must be filed within 30 days of the entry of the order terminating probation or discharging the minor. Establishes conditions and factors under which a court may vacate a finding of delinquency. Provides that once a motion to vacate a finding of delinquency has been granted, the case shall be treated as if it never occurred and, the person may not be required to disclose that he or she had a juvenile record. Provides that the amendatory Act shall govern all motions pending at the time of its effective date. Effective immediately.

PRIVATE SEWAGE-LOCAL GOV REG

Amends the Private Sewage Disposal Licensing Act. Permits a unit of local government to require homeowners who maintain a private sewage disposal system within the unit of local government to provide verification, on an annual basis, to the unit of local government of a valid contract with a licensed private sewage disposal system installation contractor. Effective immediately.
