VEH CD-RAW MILK TRANSPORT

Amends the Illinois Vehicle Code. Provides that the Department of Transportation, with respect to highways under its jurisdiction, and local authorities, with respect to highways under their jurisdiction, may issue a special permit for continuous limited operation, authorizing the applicant to transport raw milk that exceeds the weight limits provided for in the Code if specified requirements are met. Provides that the fee for a special permit to transport raw milk is $12.50 quarterly and $50.00 annually.

CON AMEND ROAD APPROPRIATIONS

Proposes to amend the Revenue Article of the Illinois Constitution. Specifies the State and local highway purposes for which moneys derived from motor vehicle and motor vehicle fuels fees, excises, and license taxes may be used. Limits each fiscal year's total appropriations for State traffic law enforcement, administration of motor vehicle laws, and administration and collection of motor vehicle and motor vehicle fuel fees, excises, and license taxes to 2% of the amount of those fees, excises, and taxes collected in the previous fiscal year. Effective upon being declared adopted.
