Amends the Weights and Measures Act. Provides that weights and measures or weighing and measuring devices used for commercial or law enforcement purposes must have a Certificate of Conformance or have been certified by the Department or the city sealer on or before July 1, 2012. Provides that any apparatus certified by the Department or city sealer as of July 1, 2012 satisfies construction and installation requirements. Provides that the Department shall furnish an identification plate for registration and tracking purposes for any type of weight or measure or weighing or measuring device is impracticable to mark as required by the Act. Effective immediately.

Amends the State Officials and Employees Ethics Act, Secretary of State Act, Children and Family Services Act, Department of Human Services Act, School Code, Illinois Public Aid Code, and Toll Highway Act. Establishes and, in some cases, changes minimum qualifications for Inspectors General of the Auditor General, Secretary of State, Department of Children and Family Services, Department of Human Services, local boards of education, the Chicago Public Schools, the Department of Healthcare and Family Services, and the Toll Highway Authority. Effective immediately.
Amends the State Finance Act and Illinois Vehicle Code to provide for the issuance of Illinois State Police Memorial Park license plates. Creates the Illinois State Police Memorial Park Fund as a special fund in the State treasury. Provides that the applicant shall pay an additional fee of $25 for original issuance of the plates, of which $10 shall be deposited into the Illinois State Police Memorial Park Fund and $15 shall be deposited into the Secretary of State Special License Plate Fund. Provides that an additional fee of $25 shall be charged for each renewal, of which $23 shall be deposited into the Illinois State Police Memorial Park Fund and $2 shall be deposited into the Secretary of State Special License Plate Fund. Provides that money in the State Police Memorial Park Fund shall be paid as grants to the Illinois State Police Heritage Foundation, Inc. for specified purposes. Effective immediately.
Congratulates Commander James Alexander on his retirement from the Illinois State Police after 35 years.
Amends the Property Tax Code. Provides that any taxing district may order the county clerk to abate any portion of its taxes on any property owned by the county and used as a visitor's center.
Amends the Liquor Control Act of 1934 and the Illinois Vehicle Code. Removes reference to dispositions of court supervision in a provision of the Liquor Control Act of 1934 requiring a local liquor commissioner to notify the Secretary of State of specified violations relating to the transfer, possession, and consumption of alcoholic liquor or similar provisions of a local ordinance. Removes provisions of the Illinois Vehicle Code authorizing the Secretary of State to suspend or revoke the driving privileges of any person who has received a disposition of court supervision for specified violations of the Liquor Control Act of 1934 relating to the transfer, possession, and consumption of alcoholic liquor. Effective July 1, 2011.
Amends the Illinois Vehicle Code. In a Section concerning used vehicle dealer prelicensing education requirements, provides that an organization representing independent Illinois automobile dealers shall provide 2 of the mandatory 8 hours of courses.
Amends the Timber Buyers Licensing Act. On or after the effective date of the amendatory Act, provides that a timber buyer who purchases timber in the State shall no longer be required to deduct from the payment to the timber grower a percentage of the purchase price and forward such amount to the Department of Natural Resources. Provides that upon the effective date of the amendatory Act, a timber buyer is no longer required to pay to the Department, when the periodic report is submitted, a percentage amount equal to the gross value of the timber utilized during the period. Effective immediately.
Amends the Auction License Act. Removes a licensing exemption for an auction for the sale or lease of real property conducted by a licensee under the Real Estate License Act, or its successor Acts, in accordance with the terms of that Act. Effective immediately.
