Amends the Illinois Vehicle Code. Establishes a prelicensing education program for used vehicle dealers. Requires at least one person who is associated with a used vehicle dealer to complete a minimum of 8 hours of prelicensing education program courses prior to the dealership applying for a license with the Secretary of State. Provides that the Illinois Independent Automobile Dealers Association, in consultation with the Secretary of State, the Department of Transportation, and the Attorney General, shall develop the prelicensing course curricula for the used vehicle dealer education program, which shall include, but not be limited to, examination of federal and State laws applicable to the motor vehicle industry and federal and State regulations pertaining to used vehicle dealers. Provides that the education program courses shall be provided by the Illinois Independent Automobile Dealers Association. Effective August 1, 2009.
Amends the Illinois Vehicle Code. Makes a technical change in a Section concerning licenses.
Amends the Criminal Code of 1961 and the Unified Code of Corrections. Provides that disarming a peace officer or correctional institution employee is a non-probationable Class 1 felony. Provides that an attempt to disarm a peace officer or correction institution employee is a Class 2 felony. Effective immediately.
Amends the Counties Code. Provides that in a county with fewer than 2,000,000 inhabitants that certain contracts in excess of $30,000 (instead of $20,000) must be let by competitive bidding. Allows counties to contract for the use, purchase, delivery, movement, or installation of data processing equipment, software, or services and telecommunications and inter-connect equipment, software, and services without advertising for bids when the individual orders do not exceed $35,000 (instead of $25,000).
Amends the Criminal Code of 1961. Creates the offense of criminal street gang recruitment of a minor. Provides that a person commits the offense when he or she threatens the use of physical force to coerce, solicit, recruit, or induce another person to join or remain a member of a criminal street gang, or conspires to do so, whether or not such threat is communicated in person, by means of the Internet, or by means of a telecommunications device. Provides that the penalty is a Class 1 felony.
Amends the Department of State Police Law and the Department of Transportation Law of the Civil Administrative Code of Illinois, the Illinois Emergency Management Agency Act, the Illinois Police Training Act, and the Missing Persons Identification Act. With respect to the State Police's missing endangered senior alert system: (i) refers to the alerts as "Silver" Alerts; (ii) requires that the Department coordinate with the Department of Transportation and the Illinois Emergency Management Agency in the public dissemination of the alerts and the promotion of the system; and (iii) requires that local law enforcement agencies provide for prompt use of Silver Alerts and public dissemination of photographs of missing endangered seniors. Makes other changes. Effective immediately.
Amends the Charter Schools Law of the School Code and the Illinois Educational Labor Relations Act. Provides that a charter school shall comply with all provisions of the Illinois Educational Labor Relations Act; which is declaratory of existing law. Provides that "educational employer" under the Illinois Educational Labor Relations Act includes the governing body of a charter school; which is declaratory of existing law.
