U OF I MEMORIAL STADIUM NAME

Expresses gratitude to Larry Gies and to Beth Gies for their acts of profound generosity to the University of Illinois System. Expresses continuing and undiminished gratitude to those who have fallen in service to the United States of America, this gratitude being symbolized by the recognition of those from the University of Illinois who served and died in World War I and subsequent conflicts. Expresses the belief that on October 28, 1924, the University of Illinois made a solemn pledge at the dedication ceremony of Memorial Stadium to those whose names are inscribed on its columns, a pledge that should not be altered for the sake of obtaining funding from alumni or any other entity. Calls upon the University of Illinois Board of Trustees, the Department of Intercollegiate Athletics, and Larry and Beth Gies to agree that an alternate means of acknowledging their gift is appropriate. Urges that the name of the structure standing between First and Fourth Streets on the campus of the University of Illinois be permanently restored to "Memorial Stadium".

MOTORCYCLE AWARENESS MONTH

Declares May of 2026 as Motorcycle Awareness Month. Recognizes the 39 years of ABATE of Illinois, Inc., the more than 300,000 registered motorcyclists statewide, and the continued role that Illinois serves as a leader in motorcycle safety, education, and awareness.

INC TX-DEDUCTION FOR TIPS

IL FALLEN HEROES MONTH

Declares June 2026 as Illinois Fallen Heroes Month in the State of Illinois to honor the service and sacrifice of fallen heroes across our State. Encourages citizens, schools, businesses, veterans' organizations, and government entities across the State to observe Illinois Fallen Heroes Month through ceremonies, tributes, and acts of remembrance that honor the legacy and sacrifice of those who gave their lives for our nation. Affirms that these observances serve as a solemn counterpart to Illinois Military Appreciation Month, ensuring that we both honor those who continue to serve our communities and remember those who made the ultimate sacrifice.

NURSE LICENSURE COMPACT

Amends the Nurse Practice Act. Ratifies and approves the Nurse Licensure Compact, which allows for the issuance of multistate licenses that allow nurses to practice in their home state and other compact states. Provides that the Compact does not supersede existing State labor laws. Provides that the State may not share with or disclose to the Interstate Commission of Nurse Licensure Compact Administrators or any other state any of the contents of a nationwide criminal history records check conducted for the purpose of multistate licensure under the Nurse Licensure Compact. Makes conforming changes.

USE/OCC TX-MOTOR FUEL

Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides that, from July 1, 2026 through December 31, 2026, use and occupation taxes on motor fuel and gasohol are imposed at the rate of 1.25%. Makes corresponding changes concerning the distribution of proceeds. Effective immediately.

DEPT OF AG-LOCAL FARM-MOTHER

Requires the Department of Agriculture to create a grant program to award grants of up to $250,000, subject to appropriation, to cover the costs and labor of any qualified applicant farmer to distribute healthy, free food to expectant mothers in need who reside in the same county or in a municipality within 20 miles of the farmer's farm, with certain requirements. Requires the Department to adopt rules. Defines terms.

SR CITIZEN INCOME ELIGIBILITY

Amends the Senior Citizens and Persons with Disabilities Property Tax Relief Act. Changes the income eligibility levels used to determine eligibility for reduced vehicle registration fees for seniors and persons with disabilities.

EDUCATIONAL CHOICE ACT

Creates the Educational Choice for Illinois Children Act. Contains legislative findings. Provides that the State Board of Education, in coordination with the Department of Revenue, shall establish and approve a list of scholarship granting organizations that meet the requirements of Section 70411 of the One Big Beautiful Bill Act to facilitate opting the State of Illinois into the school choice tax credit provisions of the One Big Beautiful Bill Act. Provides that the list shall be published on the State Board of Education's Internet website. Effective immediately.
