Amends the State Comptroller Act. Provides that the State Comptroller, in paying certain State employees, shall provide for Secretary of State, Comptroller, Treasurer, Attorney General, and State Board of Education employees who are not subject to the jurisdiction of the Department of Central Management Services and who work a fractional part of a pay period to receive the amount of their normal semi-monthly pay check minus the annualized value of the days or hours missed (now, these employees receive the amount of their normal semi-monthly pay check minus the percentage of that semi-monthly check that they missed). Effective July 1, 2005.

Amends the Illinois Income Tax Act. Provides that for taxable years ending on or after December 31, 2005, each taxpayer who was a member in good standing of a volunteer fire department during the entire taxable year is entitled to an income tax credit. Provides that the credit may not exceed $500 or the amount of the taxpayer's liability under this Act, whichever is less. Prohibits the carry forward of an excess tax credit to a succeeding year's tax liability. Exempts the provisions from the sunset requirements. Effective July 1, 2005.
Amends the Liquor Control Act of 1934 if and only if Senate Bill 2454 of the 94th General Assembly becomes law. Removes the provision that allows alcoholic liquors to be sold at retail at facilities, properties, and buildings under the jurisdiction of the Historic Sites and Preservation Division of the Historic Preservation Agency or the Abraham Lincoln Presidential Library and Museum. Effective immediately or on the effective date of Senate Bill 2454 of the 94th General Assembly, whichever is later.
Amends the State Parks Act. Makes a technical change in a Section concerning the short title.
Amends the Wildlife Code. Makes a technical change in a Section concerning administration and definitions.
