Amends the Capital Development Board Act. When locating its facilities, requires that the State give preference to historic properties located in historic or central business districts. Exempts certain facilities. Prohibits the Capital Development Board from assisting projects that are not in compliance with the preference. Effective immediately.

Amends the Historic Preservation Agency Act. Authorizes the Agency to acquire real property subject to a non-transferable life estate in no more than 3 acres for use only as a residence. With respect to lease agreements for concessions, authorizes the Agency to require reserve and leasehold accounts to be used for maintenance or replacement of the concession facility and premises.
Amends the Illinois Vehicle Code. Provides that, if the owner of a vehicle that illegally passed a stopped school bus contends that another person was driving the vehicle at the time of the alleged violation, the State's Attorney or other designated person (rather than the State's Attorney or other authorized prosecutor), acting in response to a signed complaint, may require the owner to identify the driver in a written statement or deposition. Provides that failure to provide the required information shall result in a 3 month suspension of the owner's driving privileges (rather than providing that the owner of the vehicle shall be treated as if he or she were the driver at the time of the violation).
Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Provides that the Department of Public Health shall prepare and distribute to health and maternal care providers written publications containing standardized, objective information about umbilical cord blood banking that is sufficient to allow a pregnant woman to make an informed decision about whether to participate in a public or private umbilical cord blood banking program. Sets out the types of information to be included in the written publications. Effective immediately.
Amends the Personnel Code. Grants a State employee subject to the Code who is a veteran 4 days of leave per year (in addition to any currently available sick leave) to visit a veterans hospital for examination of a military service-connected disability (now, 2 days per year).
Provides that the community colleges and public universities of the State are entitled to reimbursement for the costs incurred in the administration of the Illinois National Guard and Naval Militia Grant Program, the Illinois Veteran Grant Program, and the MIA-POW Scholarship Program.
Congratulates Dr. Eric Horn on the occasion of his new positions as Assistant Professor of Neurological Surgery and as Director of Spinal Neurosurgery at the Indiana University College of Medicine in Indianapolis.
Urges the Illinois Historic Preservation Agency to amend its policies regarding political events to allow debates between candidates for political office.
Declares June 3, 2007 to be "Y-ME Illinois Day" in the State of Illinois.
Congratulates Gerald R. Glaub on his retirement from the Illinois Association of School Boards.
