Appropriates $400,000 from the General Revenue Fund to the State Board of Education for grants to the Illinois School Psychology Internship Consortium for Fiscal Year 2009. Effective July 1, 2008.

Amends the Illinois Vehicle Code. Provides that vehicles owned and operated by paid or unpaid members of local or county search and rescue services may use blue oscillating, rotating, or flashing lights, when used in combination with red oscillating, rotating, or flashing lights. Provides that these lights may not be lighted except when responding to a bona fide emergency. Effective immediately.
Amends the Illinois Municipal Code. Provides that property that (i) is the subject of an annexation agreement, and (ii) is located in a county with a population of less than 3,000,000 (now, Boone, DeKalb, Grundy, Kankakee, Kendall, LaSalle, Ogle, or Winnebago Counties) is subject to the ordinances, control, and jurisdiction of the annexing municipality, unless the property is located more than 1.5 miles from the corporate boundaries of the municipality and the county board retains jurisdiction by the affirmative vote of two-thirds of its members. Effective immediately.
Amends the Department of Natural Resources (Conservation) Law of the Civil Administrative Code of Illinois and the Hotel Operators' Occupation Tax Act. Requires that tax proceeds be deposited into the Illinois Historic Sites Fund and the Park and Conservation Fund (now, the General Revenue Fund). Requires the Department of Natural Resources to use the proceeds deposited into the Park and Conservation Fund solely for the acquisition, development, and maintenance of bike paths. Effective July 1, 2007.
Amends the Public Health Program Beneficiary Employer Disclosure Law. Makes a technical change in a Section concerning the short title.
Amends the School Code and the Counties Code. Provides that it is a State's Attorney's duty to notify the State Superintendent of Education upon the conviction of any individual known to possess a certificate issued under the School Code of any of certain offenses or any other felony conviction. In the criminal history records check provisions of the School Code, makes changes concerning the offenses for which a school board may not knowingly employ a person. Provides that no one may be certified to teach or supervise in the public schools who has been convicted of certain offenses (instead of providing that in determining good character, any felony conviction of an applicant may be taken into consideration, but such a conviction shall not operate as a bar to registration). In provisions concerning suspension or revocation of a certificate, provides that the State Superintendent of Education has the exclusive authority to initiate the suspension of up to 5 calendar years or revocation of any certificate (instead of providing that a certificate may be suspended for a period not to exceed one calendar year by the regional superintendent of schools or for a period not to exceed 5 calendar years by the State Superintendent). With respect to certificate suspension and revocation, makes changes concerning an investigation, notice, a hearing, an appeal, and the offenses that are grounds for suspension and revocation. Makes other changes.
Amends the Illinois Income Tax Act. Creates a tax credit, for taxable years ending on or after December 31, 2008, for taxpayers who make an eligible expenditure during the taxable year for the rehabilitation of a qualified historic building. Sets the credit at an amount equal to 25% of the total expenditures made during the taxable year for the rehabilitation. Defines "eligible expenditure" as an expenditure equal to at least 50% of the total basis in the property. Defines "qualified historic building" as a structure listed individually on the National Register of Historic Places, a contributing structure in a National Register historic district, or be located in a local historic district that is certified by the United States Department of the Interior. Provides that the credit may be carried back for 3 years or carried forward for 5 years. Exempts the credit from the Act's sunset provisions. Effective immediately.
Amends the Emergency Medical Services (EMS) Systems Act. Provides that in an EMS Region with both a Level I Trauma Center and a Level II Trauma Center, if a patient meets or potentially meets Trauma Declaration Criteria as established by the Department of Public Health and the Trauma Program Plan and has not been treated at a medical facility for his or her trauma, a vehicle service provider shall transport the patient from the place where the trauma occurred or where the patient is found to the Level I Trauma Center, regardless of the patient's choice of a trauma center. Effective immediately.
Amends the Illinois Income Tax Act. Increases the amount of the earned income tax credit from 5% of the federal credit to: (i) 7.5% of the federal tax credit for taxable years ending in calendar year 2007; and (ii) 10% of the federal tax credit for taxable years ending in calendar year 2008 or thereafter. Effective immediately.
Amends the Illinois Historic Preservation Agency Act. Requires the Illinois Historic Preservation Agency to keep the following State historic sites open to the public 7 days per week: Black Hawk State Historic Site, Cahokia Mounds State Historic Site, Fort Kaskaskia State Historic Site, U.S. Grant Home State Historic Site, Lincoln-Herndon Law Office State Historic Site, Lincoln Log Cabin State Historic Site, Lincoln's New Salem State Historic Site, Lincoln's Tomb State Historic Site, Pierre Menard Home State Historic Site, and Old State Capitol State Historic Site. Effective July 1, 2007.
