Amends the School Construction Law. With respect to the priority of school construction projects, in the 2nd priority concerning projects designed to alleviate a shortage of classrooms due to population growth or to replace aging school buildings, adds an exception for those schools designated as or determined to be historically or architecturally significant. Adds, as part of the 4th priority, rehabilitation of school facilities determined to be severe and continuing health or life safety hazards. Effective January 1, 2008.

Amends the Illinois Public Aid Code, the Community Services Act, and the Community Support Systems Act. Directs the Department of Healthcare and Family Services, in cooperation with the Department of Human Services, to establish a Children's Healthcare Partnership Pilot Program in Sangamon County to fund the provision of various health care services, including family practice, pediatric, nursing (including advanced practice nursing), psychiatric, dental, and vision services, at a single location using a rate structure that is cost-based and similar to the rate structure used in the case of services provided by a Federally Qualified Health Center. Requires that the provider of health care services under the pilot program serve a disproportionate share of low-income or indigent patients.
Amends the Illinois Vehicle Code. Makes a technical change in a Section concerning the short title.
Amends the Hospital Licensing Act. Makes a technical change in a Section concerning umbilical cord blood donation.
Amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Illinois Insurance Code, the Health Maintenance Organization Act, the Limited Health Service Organization Act, the Voluntary Health Services Plans Act, and the Illinois Public Aid Code to provide coverage for autism spectrum disorders to the extent that the diagnosis and treatment of autism spectrum disorders are not already covered by the policy or plan. Provides that this coverage shall be subject to a maximum benefit of $36,000 per year, but shall not be subject to any limits on the number of visits to an autism service provider. Makes other changes. Effective immediately.
Amends the Compensation Review Act. Provides that reports filed by the Board after the effective date of this amendatory Act shall also state the annual salary for merit compensation employees. Provides that the compensation for merit compensation employees shall be the higher of that set by the Board, by the employing agency, or under the terms of a collective bargaining agreement. Defines "merit compensation employees" as those covered by the pay plan prepared by the Director of Central Management Services under certain provisions of the Personnel Code.
Amends the School Code. Encourages the implementation in schools of International Baccalaureate Organization programs by providing that, subject to appropriation, the State Board of Education shall grant (i) a one-time $3,000 equipment grant for providing an international baccalaureate course, (ii) $100 for each student who scores a 4 or better on at least one international baccalaureate examination, and (iii) $650 for each student who graduates through the International Baccalaureate Organization's Diploma Program for the reimbursement of diploma costs, to be paid to a school based on need, as determined by the State Board.
Directs the Department of Commerce and Economic Opportunity to study, subject to appropriation, the economic impact of the loss of the Formosa chemical plant on the village of Illiopolis and the surrounding community.
Amends the School Code. Requires a school district to allow a child who is not a resident of the district to attend the schools of the district without payment of nonresident tuition if the child's parent or legal guardian is a certified employee of the district. Amends the State Mandates Act to require implementation without reimbursement.
Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides a tax exemption under the Acts beginning July 1, 2007, for aircraft and parts and supplies that are purchased and used to overhaul, rebuild, refurbish, or remodel an aircraft. Effective immediately.
