Amends the Public Library District Act of 1991. If the City of Springfield annexes territory within the Chatham Area Public Library District for the proposed Hunter Lake and the territory is automatically disconnected from the Chatham Area Public Library District, then all remaining territory of the Chatham Area Public Library District is nevertheless deemed contiguous. Provides that the remaining territory continues to be a part of the Chatham Area Public Library District. Effective immediately.

Amends the School Code. In an exception to the debt limitations of school districts, allows Rochester Community Unit School District 3A to issue bonds with an aggregate principal amount not to exceed $18,500,000 (instead of $15,000,000). Effective immediately.
Amends the Higher Education Student Assistance Act and the Illinois Income Tax Act. Authorizes the Illinois Student Assistance Commission to establish systems and programs to encourage employers to match employee contributions to prepaid programs of college savings by making donations to the Commission for prepaid programs of college savings and its programs of grants and loans to make higher education affordable for all residents of the State and to receive, hold, and disburse all such funds made available through those programs for the purposes for which they are authorized by rule or by law. Creates an income tax credit for employers who, during the taxable year, make a matching donation on behalf of an employee. Provides that the credit is 25% of the matching donation, but not to exceed $500 per employee. Provides that the credit may be carried forward for 3 taxable years. Effective immediately.
Amends the Tax Increment Allocation Redevelopment Act in the Illinois Municipal Code. Provides that the redevelopment project in the TIF district created by an ordinance that was adopted on September 17, 1986 by the Village of Sherman must be completed by December 31 of the 35th year (now, the 23rd year) after the year in which the ordinance was adopted. Makes revisory changes. Contains a non-acceleration clause. Effective immediately.
Amends the Department of State Police Law and the Department of Transportation Law of the Civil Administrative Code of Illinois, the Illinois Emergency Management Agency Act, the Illinois Police Training Act, and the Missing Persons Identification Act. With respect to the State Police's missing endangered senior alert system: (i) refers to the alerts as "Silver" Alerts; (ii) requires that the Department coordinate with the Department of Transportation and the Illinois Emergency Management Agency in the public dissemination of the alerts and the promotion of the system; and (iii) requires that local law enforcement agencies provide for prompt use of Silver Alerts and public dissemination of photographs of missing endangered seniors. Makes other changes. Effective immediately.
Amends the Property Tax Code. For counties under 3,000,000 inhabitants, sets forth specific items that must be included in the notice sent to taxpayers whose assessment has changed. Requires disclosure of information concerning access to databases containing the physical characteristics of the property. Requires the board of review in those counties to make its rules and procedures publicly available, and requires the chief county assessment officer to provide a plain-English explanation of equalization factors. Effective January 1, 2010.
Amends the School Code. Creates the Innovation, Intervention, and Restructuring Task Force for the purpose of developing strategies to allow for the innovation, intervention, and restructuring of schools, including those that need comprehensive or focused intervention. Requires the task force to submit its strategies for allowing intervention and innovation, in the form of recommendations, in a comprehensive report to the Governor, the General Assembly, and the State Superintendent of Education not later than December 31, 2009. Effective immediately.
Amends the Illinois Municipal Code. In a Section concerning veterans' preference, provides that "active duty military or naval service of the United States" includes training at a service school that is ordered pursuant to certain provisions of federal law.
Amends the Department of Central Management Services Law of the Civil Administrative Code of Illinois. Requires the Department of Central Management Services, in cooperation with the Department of Human Services, to develop and implement plans to increase the number of individuals with a disability employed by State government and to submit an annual report. Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Requires the Department of Commerce and Economic Opportunity, in cooperation with not-for-profit groups and community partners, to develop and implement an education and outreach campaign designed to increase statewide awareness of issues that affect individuals with a disability. Amends the Department of Human Services Act. Requires the Department of Human Services to collect information during the period of July 1, 2009 through June 30, 2010 regarding employers claims of the federal Work Opportunity Tax Credit and to submit an annual report. Amends the Illinois Procurement Code. Provides that a chief procurement officer may, as part of any solicitation, encourage prospective vendors to consider hiring qualified individuals with a disability and to notify them of any available financial incentives or other advantages associated with hiring such persons. Effective immediately.
Amends the School Code. With respect to sick leave for teachers (other than in the Chicago school district), provides that a school board may require a certificate from a physician, advanced practice nurse, physician assistant, or spiritual adviser or practitioner as a basis for pay during leave after an absence of 30 days for birth. Provides that for paid sick leave for adoption or placement for adoption, the school board may require that the teacher or other employee provide evidence that the formal adoption process is underway, and such leave is limited to 30 days unless a longer leave has been negotiated with the exclusive bargaining representative. Imposes conditions on any rulemaking authority. Effective immediately.
