Amends the School Code. Makes a technical change in a Section concerning Reserve Officer's Training Corps scholarships.

Amends the Community Self-Revitalization Act. Makes a technical change in a Section concerning the short title.

Urges the members of the United States House of Representatives to pass H.R. 4455, the Learning Opportunities With Creation of Open Source Textbooks (LOW COST) Act of 2014.

Makes application to Congress for the calling of a convention for proposing amendments to the United States Constitution.

Amends the Illinois Public Labor Relations Act. Makes a technical change in a Section concerning security employees.

Amends the Public Building Commission Act. Makes a technical change to a Section concerning the short title.

Amends the Surface-Mined Land Conservation and Reclamation Act. Changes certain provisions concerning the amount of any bond that is required to be filed with the Department of Natural Resources by an operator. Provides that the penalty of such bond shall be determined by the Director for lands to be affected by surface mining, including slurry and gob disposal areas (rather than the penalty of such bond shall be an amount between $600 and $5,000 per acre as determined by the Director for lands to be affected by surface mining, including slurry and gob disposal areas). Further provides that bond amounts shall be sufficient to ensure the completion of the reclamation plan specified in the approved permit if the work has to be performed by the Department in the event of forfeiture and that the Department shall prescribe standards for the determination of the amount of bonds. Establishes certain criteria which the Department shall consider in establishing such standards. Provides that in no case shall the bond for the entire area under one permit be less than $600 per acre or $3,000, whichever is greater.

Amends the Illinois Public Labor Relations Act. Makes a technical change in a Section concerning security employees.

Amends the Medical Assistance Article of the Illinois Public Aid Code. Restores a provision that was previously repealed by Public Act 97-689 and that requires the Department of Healthcare and Family Services to promulgate rules that establish a policy of bed reserve payments to intermediate care facilities for the developmentally disabled (ICF/DDs) which address the needs of residents of ICF/DDs and their families. Restores a provision that was previously repealed by Public Act 97-689 and that requires the Department to approve bed reserves at a daily rate of 75% of an individual's current Medicaid per diem, for nursing facilities 90% or more of whose residents are Medicaid recipients and that have occupancy levels of at least 93% for resident bed reserves not exceeding 10 days. Removes a provision requiring the Department to cease payment for bed reserves in nursing facilities, specialized mental health rehabilitation facilities, and, except in the instance of residents who are under 21 years of age, intermediate care facilities for persons with developmental disabilities.
