PROCUREMENT-SERVICE ORGS

Amends the Illinois Procurement Code. Provides that the Code does not apply to contracts between the Department of Agriculture and a non-profit service organization for the purpose of providing goods or services on the Illinois State Fairgrounds during the Illinois State Fair or on the DuQuoin State Fairgrounds during the DuQuoin State Fair. Effective immediately.

DHS-TASC PROBATION-STALKING

Amends the Alcoholism and Other Drug Abuse and Dependency Act. Provides that treatment under the supervision of a licensed program designated by the Department of Human Services is not available to a person charged or convicted of stalking under a specified provision of the Criminal Code of 2012.

SCH CD-NO TOBACCO-BUS STOP

Amends the School Code. Provides that a school board shall prohibit the use of tobacco at school bus stops by any school personnel, student, or other person when such property is being used for any school purposes. Effective immediately.

WHEATLEY MEMORIAL PLATES

Amends the Illinois Vehicle Code. Authorizes the Secretary of State to issue Christopher Wheatley Memorial License Plates. Creates the Christopher Wheatley Memorial Foundation Fund and authorizes payments, subject to appropriation by the General Assembly and distribution by the Secretary of State, as grants to the Christopher D. Wheatley Memorial Foundation.

SCH CD-SPECIAL ED-INTERGOV AGR

Amends the School Code. Allows an elementary school district with a student population of no more than 200 to enter into an intergovernmental agreement with an elementary school district with a student population of at least 5,200 for the delivery of any or all special education services if the 2 elementary districts have an adjacent boundary. Sets forth employment and reimbursement provisions and what the agreement must include. Provides that no more than 2 school districts may be a party to such an agreement at any one time, and no school district may have in effect at any one time more than one such agreement. Effective immediately.

VEH CD-USS ILLINOIS PLATES

Amends the Illinois Vehicle Code to provide for the issuance of special license plates honoring the USS Illinois and the U.S. Submarine Force. Provides that the applicant shall pay an additional fee of $25 for original issuance of the plates, of which $25 shall be deposited into the Secretary of State Special License Plate Fund. Provides that an additional fee of $25 shall be charged for each renewal, of which $25 shall be deposited into the Secretary of State Special License Plate Fund. Effective immediately.
