Amends the Illinois Act on Aging. Deletes a provision requiring the Department on Aging to submit an annual report concerning community-based residential facilities.

Amends the Community Senior Services and Resources Act. Authorizes the Director of Aging to accept monetary bequests and gifts for deposit into the Community Senior Services and Resources Fund. Directs the Department on Aging, in conjunction with the Community Senior Services and Resource Center Advisory Committee, to design an awareness campaign that can be implemented by senior services and resource centers at their individual expense. Effective immediately.
Creates a committee to explore the options to provide health insurance to State-funded homecare workers.

Amends the Sexually Violent Persons Commitment Act. Provides that if the probable cause determination is made that a person is a sexually violent person, the court shall direct that the person be transferred to the county jail for an evaluation as to whether the person is a sexually violent person, unless the person is serving a sentence of imprisonment in a Department of Corrections correctional facility or juvenile correctional facility or is committed to institutional care. Provides that if the person is serving a sentence of imprisonment in a Department of Corrections correctional facility or juvenile correctional facility or is committed to institutional care and the court orders detention of the person, the court may order the person transferred to the county jail (rather than the court being required to transfer the person to a detention facility approved by the Department of Human Services). Effective immediately.

Amends the Illinois Income Tax Act. Provides that, for taxable years ending on or after December 31, 2004, the deduction allowed for public employee pension income applies only to the first $40,000 of a public employee pension received during the taxable year. For taxable years ending on or after December 31, 2004 changes the additional exemption for a taxpayer or spouse 65 years or age or older from $1,000 per year to $10,000 per year. Effective immediately.
Amends the Higher Education Student Assistance Act. Makes a technical change in a Section concerning defaulting on a loan.
Amends the Motor Fuel Tax Law. Makes a technical change in a Section concerning the distribution and use of certain tax moneys under the Act.
