Amends the Downstate Police Article of the Pension Code. Provides that the monthly pension of a police officer who receives a line of duty disability pension who was hired on or before January 1, 1979, who received a line of duty benefit on or after January 1, 1993 with at least 14 years of service, and who applies within 6 months after the effective date of the amendatory Act shall be increased in January of the year following the year he or she attains age 50 by 3% of the original grant of pension for each year he or she received pension payments, and, in each January thereafter, the police officer shall receive an additional increase of 3% of the original pension. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

Amends the School Code. Requires every school in this State, whether public or non-public, to submit detailed floor plans and schematics of the school to both the local fire department and the local law enforcement agency. Provides that if the school undergoes any major renovation or addition, then these floor plans and schematics must be resubmitted to the fire department and law enforcement agency after the renovation or addition is completed. Provides that each year, the fire department and law enforcement agency must conduct a joint meeting to review their roles in various emergencies and how they can work together during those emergencies. Provides that within 60 days after resubmission of plans and schematics after a major renovation or addition, the fire department and law enforcement agency must conduct another meeting. Effective immediately.
Amends the Criminal Code of 1961. Makes a technical change in a Section concerning justification in the use of force against another person in defense of a dwelling.
Mourns the death of Rev. Dr. Isaac Singleton.
Amends the Environmental Protection Act. Uses a portion of the NPDES fees collected by the Environmental Protection Agency to finance clean water projects recommended by the DuPage River Salt Creek Workgroup (DRSCW). Requires all projects receiving grants from the Agency to be recommended by the DRSCW, in accordance with a project prioritization process and annual prioritized projects list. Establishes requirements for eligible projects. Establishes requirements for an organization to be certified as a Certified Local Watershed Organization (CLWO). Requires the Agency to adopt rules to implement these requirements. Creates the Illinois Local Watershed Fund as a special fund in the State treasury.
Amends the Criminal Code of 1961 and the Unified Code of Corrections. Provides for enhanced penalties for second and subsequent violations of the statutes concerning domestic battery and aggravated domestic battery.
Amends the Public Utilities Act. Provides that not more than 90 days after the effective date of the amendatory Act, the Illinois Commerce Commission shall direct the Office of Retail Market Development to update the consumer education materials for residential consumers and small business consumers. Provides that the Commission may form another working group to prepare and review the consumer education materials prior to their adoption by the Commission.
Pledges support for Argonne National Laboratory and its bid to be the home of the Energy Storage Hub and encourages the United States Department of Energy to consider Argonne for the location of the Hub.
Amends the Illinois Controlled Substances Act and the Methamphetamine Control and Community Protection Act. Provides that a person who, in good faith, seeks or obtains emergency medical assistance for someone experiencing an overdose shall not be charged or prosecuted for Class 4 felony possession of a controlled, counterfeit, or look-alike substance, a controlled substance analog, or Class 3 felony methamphetamine if evidence for the possession charge was acquired as a result of the person seeking or obtaining emergency medical assistance. Provides that a person who is experiencing an overdose shall not be charged or prosecuted for Class 4 felony possession of a controlled, counterfeit, or look-alike substance, or a controlled substance analog, or in the case of methamphetamine Class 3 felony possession if evidence for the possession charge was acquired as a result of the person seeking or obtaining emergency medical assistance. Provides that the action of seeking or obtaining emergency medical assistance for an overdose may be used as a mitigating factor in a criminal prosecution for Class 3 felony or higher possession, manufacture or delivery of a controlled, counterfeit, or look-alike substance or a controlled substance analog, or in the case of methamphetamine Class 2 felony or higher possession, manufacture or delivery of methamphetamine. Effective immediately.
Amends the Code of Criminal Procedure of 1963. Provides that if a defendant suffers from a mental disability and is placed in the custody of the Department of Human Services, the defendant will not be placed in a secure setting if the defendant is charged with a misdemeanor and the Department determines that the defendant could be appropriately placed in a non-secure setting. Effective immediately.
