Appropriates $2 from the General Revenue Fund to the Department of Commerce and Economic Opportunity for grants to units of local government for civic centers. Effective July 1, 2009.

Amends provisions of the Unemployment Insurance Act concerning dependents' allowances by including, in the definition of "child", a child who is under 23 years of age and enrolled as a full-time student.
Amends the Residential Mortgage License Act of 1987. Makes a technical change in the Section concerning the short title of the Act.
Creates the Employer Religious or Mandatory Workplace Meeting Act. Prohibits an employer from requiring an employee to attend an employer-sponsored meeting or participate in communication for the purpose of communicating the employer's opinion about religious or political matters. Prohibits an employer from taking or threatening any adverse employment action against an employee as a means of requiring an employee to attend such a meeting or participate in such communication or because the employee makes a good faith report of a violation or a suspected violation. Authorizes civil actions by aggrieved employees and provides for relief. Requires an employer to post notices of employee rights under the Act. Sets forth certain exceptions.
Amends the Illinois Identification Card Act. Makes a technical change in a Section concerning the short title.
Amends the Juvenile Court Act of 1987. Provides that the definition of delinquent minor shall not apply to any person who (i) was a minor under 17 years of age at the time of the commission of an act which if committed by an adult would constitute the offense of criminal sexual assault, aggravated criminal sexual assault, predatory criminal sexual assault of a child, or aggravated criminal sexual abuse, when the victim of any such offense was under 18 years of age, and (ii) has not been subject to a delinquency proceeding under the Act for such act before his or her 21st birthday. Provides that in that case, the person may be charged and prosecuted under the criminal laws of this State in the same manner as a person who has committed an offense on or after his or her 17th birthday. Amends the Criminal Code of 1961. Provides that when the victim is under 18 years of age at the time of the offense, a prosecution for criminal sexual assault, aggravated criminal sexual assault, predatory criminal sexual assault of a child, or aggravated criminal sexual abuse, regardless of the age of the accused at the time of the commission of the offense, may be commenced within 20 years after the child victim attains 18 years of age. Effective immediately.
Appropriates $250,000 from the General Revenue Fund to the Department of Human Services for a grant to Trinity Services, Inc. and the FAST Team of Illinois for the establishment and operation of a FASD (Fetal Alcohol Spectrum Disorders) Outreach and Drop In Center. Effective July 1, 2009.
Appropriates $5,000,000 to the Office of the Attorney General for a grant to the Illinois Association of Court Appointed Special Advocates (Illinois CASA). Effective July 1, 2010.
