Amends the Community-Integrated Living Arrangements Licensure and Certification Act. Provides that, subject to appropriation, the Department of Children and Family Services shall implement a project in 3 separate geographical areas of the State for the operation of 3 CILA homes for adolescents diagnosed with autism. Requires that a single service provider operate all 3 homes and have on its staff a behavior therapist. Effective July 1, 2007.

Creates the Anti-Phishing Act. Makes it unlawful for a person, by means of a Web page, e-mail message, or otherwise through use of the Internet, to solicit, request, or take any action to induce another person to provide identifying information by representing oneself to be a business without the authority or approval of the business. Provides that a person who is engaged in the business of providing Internet access service to the public, owns a Web page, or owns a trademark and is adversely affected by a violation may bring an action to recover the greater of actual damages or $500,000. Provides that an individual who is adversely affected by a violation may bring an action against a person who has directly violated the Act to enjoin further violations of the Act and to recover the greater of 3 times the amount of actual damages or $5,000 per violation. Provides that the Attorney General or a State's Attorney may bring an action against a person who violates or is in violation of the Act to enjoin further violations and to recover a civil penalty of up to $2,500 per violation. Provides that a court may increase the recoverable damages to an amount up to 3 times the damages otherwise recoverable if the defendant has engaged in a pattern and practice of violating the Act and award costs of suit and attorney's fees to a prevailing plaintiff. Provides that these remedies do not preclude the seeking of remedies, including criminal remedies, under any other applicable provision of law. Provides that multiple violations resulting from any single action or conduct shall constitute one violation.
Amends the Volunteer Emergency Worker Job Protection Act. Expands the definition of "volunteer emergency worker" to include a person who is a volunteer member of a county or municipal emergency services and disaster agency pursuant to the Illinois Emergency Management Agency Act, an auxiliary policemen, or an auxiliary deputy appointed by a county sheriff.
Amends the Criminal Code of 1961. Provides that a person who falsely represents himself or herself to be a public officer or a public employee or an official or employee of the federal government commits a Class A (rather than a Class B) misdemeanor. Provides that if the false representation is made in furtherance of the commission of a felony, the penalty for a violation of this provision is a Class 4 felony.
Amends the Criminal Code of 1961. Provides that unlawful interference with public utility services includes the knowing delay in restoration of the services, as a result of the person's theft of wire used for such services. Provides that if the disruption of the public utility services or the delay in the restoration of the public utility services occurs to 10 or more customers or affects an area of more than one square mile, unlawful interference with public utility services is a Class 2 felony.
Amends the Illinois Vehicle Code, School Code, Child Passenger Protection Act, and Unified Code of Corrections. Makes various changes regarding: driver education requirements; graduated driver's licenses; instruction permits for minors; curfews for drivers under a specified age; the number of passengers under a specified age allowed in a vehicle driven by a newly licensed driver under a certain age; the use of seat safety belts; the use of wireless telephones by graduated driver's license holders; suspensions of driver's licenses of drivers under age 21 under specified circumstances; required appearances before the presiding judge with a parent or guardian under specified circumstances; vehicle impoundment for drivers arrested for street racing; and other matters. Repeals provisions creating the offense of drag racing. Creates the offenses of street racing and aggravated street racing, and makes conforming changes. Makes other changes. Effective January 1, 2008, except that the provisions amending the School Code are effective July 1, 2008.
Amends the Abandoned Newborn Infant Protection Act. Provides that every hospital, fire station, emergency medical facility, and police station that is required to accept a relinquished newborn infant in accordance with the Act must post a sign in a conspicuous place on the exterior of the building housing the facility informing persons that a newborn infant may be relinquished at the facility in accordance with the Act. Requires the Department of Children and Family Services to prescribe specifications for the signs and for their placement that will ensure statewide uniformity. Effective immediately.
Amends the Methamphetamine Precursor Control Act. Provides that any person who, in order to acquire a targeted methamphetamine precursor, knowingly uses or provides the driver's license or government-issued identification of another person, who knowingly uses or provides a fictitious or unlawfully altered driver's license or government-issued identification, or who otherwise knowingly provides false information, is guilty of a Class 4 felony for a first offense, a Class 3 felony for a second offense, and a Class 2 felony for a third or subsequent offense. Defines "fictitious driver's license", "unlawfully altered driver's license", and "false information".
Amends the Sex Offender Registration Act. Provides that when a sex offender registers with the appropriate law enforcement agency, he or she shall provide the law enforcement agency with all e-mail addresses, instant messaging identities, chat room identities, and other Internet communications identities that the sex offender uses or plans to use, all Uniform Resource Locators (URLs) registered or used by the sex offender, and all blogs and other Internet sites maintained by the sex offender or to which the sex offender has uploaded any content or posted any messages or information. Amends the Sex Offender Community Notification Law. Provides for disclosure of such information to the public. Effective immediately.
Amends the Illinois Hunting Heritage Protection Act. Provides that land management decisions of the Department of Natural Resources may not, to the extent practical, result in any net loss of habitat (now, land acreage) available for hunting opportunities. Effective immediately.
