Amends the Illinois Income Tax Act. Creates a deduction for taxable years beginning on or after January 1, 2010 for compensation paid to a resident by reason of being on active duty in the Armed Forces of the United States pursuant to military orders related to Operation New Dawn. Effective immediately.

Creates the Task Force on Veterans' Suicide to investigate the causes to and prevention of suicides among returning Illinois veterans of the United States Military.
Makes application to Congress for the calling of a convention for proposing amendments to the United States Constitution.
Amends the Illinois Income Tax Act. Provides that the Department shall include the Veterans' Homes Fund checkoff on the individual income tax form for each taxable year beginning on or after January 1, 2013. Provides that the Veterans' Homes Fund checkoff shall not be included when calculating the 15 tax-checkoff fund limitation. Effective immediately.
Amends the Ticket Sale and Resale Act. Imposes disclosure requirements and price limits on the resale of tickets. Provides that a ticket broker or reseller must disclose the identity and contact information for the event venue box office and disclose that the ticket broker or reseller is not the event venue box office. Requires the disclosure to be clear, conspicuous, and readily noticeable. Limits resale price to 3 times the original ticket price offered by the venue box office. Provides that prior to offering a ticket for resale, ticket brokers and resellers must purchase any ticket offered for resale from the event venue box office.
Amends the Property Tax Extension Limitation Law in the Property Tax Code. Provides that, if the total equalized assessed value of all taxable property in the taxing district for the current levy year (excluding new property, recovered tax increment value, and property that is annexed to or disconnected from the taxing district in the current levy year) is less than the total equalized assessed value of all taxable property in the taxing district for the previous levy year, then the extension limitation is (a) 0% or (b) the rate of increase approved by voters (instead of the lesser of 5% or the percentage increase in the Consumer Price Index during the 12-month calendar year preceding the levy year or (b) the rate of increase approved by voters). Effective immediately.
Amends the Criminal Code of 2012. Increases the penalties for dog fighting by one Class.

Amends the Division of Banking Act. Authorizes the Secretary of Financial and Professional Regulation to establish a Commercial Bank Regulatory Section and a Savings Bank Regulatory Section within the Division. Amends the State Finance Act. Changes the name of the Savings and Residential Finance Regulatory Fund to the Residential Finance Regulatory Fund. Provides for expenditures from the Savings Institution Regulatory Fund and the Residential Finance Regulatory Fund related to the disposition of unclaimed property. Amends the Savings Bank Act. Provides that the Secretary may charter mutual and stock holding companies in connection with a mutual savings bank reorganization. Establishes the effect of the repeal of the Illinois Savings and Loan Act of 1985, including the regulation of entities formerly under the Illinois Savings and Loan Act as savings banks under the Savings Bank Act. Changes references from "member or shareholder" to "customer". Changes references from "Commissioner" to "Secretary". Makes changes to provisions concerning articles of incorporation, proxies, directors, access to books and records, regulations, investment in loans, loans to one borrower, mergers, conversion of an existing depository institution to a savings bank, powers of the Secretary, regulatory fees, and disclosure of reports of examinations and confidential supervisory information. Repeals the Illinois Savings and Loan Act of 1985. Makes other changes. Effective immediately.
Amends the Wildlife Code. Adds the Gray wolf, American black bear, and Cougar to the list of protected species under the Act.
