Amends the Health Care Worker Background Check Act. Makes a technical change in a Section concerning the short title.

Amends the Title Insurance Act. Excludes a limited liability company from the requirement that every title insurance agent registration applicant must be 18 years or more of age. Provides that included in every application for registration of a title insurance agent, including a firm, partnership, association, limited liability company, or corporation, shall be an affidavit of the applicant title insurance agent, signed and notarized in front of a notary public, affirming that the applicant and every owner, officer, director, principal, member, or manager of the applicant has never been convicted or pled guilty to any felony or misdemeanor involving a crime of theft or dishonesty. Provides that no person who has had a conviction or pled guilty to any felony or misdemeanor involving theft or dishonesty may be registered by a title insurance company, and no such person may serve as an owner, officer, director, principal, or manager of any registered title insurance agent. Includes additional factors whereby the Secretary of Financial and Professional Regulation may refuse to grant or may suspend or revoke any certificate of authority, registration, or license issued pursuant to the Act or impose a fine for a violation of the Act. Effective January 1, 2013.
Amends the School Code. Makes changes concerning the legal adviser of school officers, the teacher supply and demand report, budgets and accounting practices, the new principal mentoring program, reporting on the number of high school students enrolled in courses at a community college, the identification, evaluation, and placement of children with disabilities, State aid claims, and dropouts. Repeals Sections concerning granting and suspending teachers' certificates, visiting charitable institutions, information furnished by regional superintendents, alcohol and substance abuse education and prevention programs, a catalogue of reports, racial reports, the Committee of Cooperative Services, and alternative learning opportunities program funding. Amends the Critical Health Problems and Comprehensive Health Education Act to repeal a Section concerning an advisory committee. Repeals the Chicago Community Schools Study Commission Act.
Amends the School Code. Adds the current Illinois Teacher of the Year named by the State Board of Education to the Illinois P-20 Council. Effective immediately.
Amends the Chicago School District Article of the School Code. Makes a technical change in a Section concerning the application of the Article and definitions.
Requests that the State of Illinois Central Management Services' Business Enterprise Council include the equity ownership of silent investors of the same special classification in the calculations of the majority ownership of a company and to include silent investor equity when calculating control of a company when the silent investors have given controlling authority to one or more persons of that classification.
Resolves that the General Assembly accepts the School District Realignment and Consolidation Commission's report filed on June 29, 2012.
Amends the Criminal Code of 1961. Makes a technical change in a Section concerning justification in the use of force against another person in defense of a dwelling.
Amends the Public Construction Bond Act concerning a cash bond or other surety from a builder or developer. Allows a county or municipality to require a cash bond or other surety (instead of requiring the county or municipality to accept a letter of credit or other instrument issued by a financial institution). Eliminates a procedure allowing an engineer or architect to certify completion of a project and requiring the county or municipality to pay interest on any unrefunded bond beginning 60 days after written notification of completion. Eliminates the preemption of home rule powers. Effective immediately.
