Amends the Illinois Vehicle Code. Makes a technical change in a Section concerning persons that are not to be granted a license or permit.
Amends the School Code to provide that, except for those children qualifying under the Article of the Code concerning children with disabilities, school districts shall be eligible to receive reimbursement for all children requiring home or hospital instruction at not more than $1,000 annually per child or $9,000 (instead of $8,000) per teacher, whichever is less.
Amends the Counties Code. Makes a technical change in a Section concerning boundaries.
Requests that the State of Illinois Central Management Services' Business Enterprise Council include the equity ownership of silent investors of the same special classification in the calculations of the majority ownership of a company and to include silent investor equity when calculating control of a company when the silent investors have given controlling authority to one or more persons of that classification.
Amends the Illinois Marriage and Dissolution of Marriage Act. Provides that in a hearing to determine custody, a false allegation that the child who is the subject of the hearing is an abused child, within the meaning of the Abused and Neglected Child Reporting Act, operates as an absolute bar to a parent's right to make decisions regarding the child's upbringing. Defines "false allegation". Provides that the failure to report alleged abuse contemporaneously with the alleged abuse to local law enforcement officials or the Department of Children and Family Services shall be deemed conclusive evidence of the falsity of the claim. Provides that a parent barred from making decisions regarding the child's upbringing is entitled to reasonable parenting time, not inconsistent with protecting the child. Provides that a second false allegation by the same parent operates to permanently bar parenting time with the child.
Repeals the Illinois Savings and Loan Act of 1985. Amends the Savings Bank Act. Provides that any institution organized under the Illinois Savings and Loan Act of 1985 shall be deemed a savings bank under the Illinois Savings Bank Act. Creates a new Article concerning the effect of the repeal of the Illinois Savings and Loan Act of 1985. Makes changes in provisions concerning out-of-state savings banks; reorganization to become a holding company; contents of articles of incorporation; directors; conduct of directors and officers; access to books and records; communication with members and shareholders; investment in loans; loans to one borrower; Secretary's regulations; powers of the Secretary; regulatory fees; and disclosure of reports of examinations and confidential supervisory information. Repeals provisions concerning the impairment of capital. Amends the Illinois Banking Act. Provides a definition for "money borrowed" in a provision concerning basic loaning limits. Provides that the Secretary when appointed as a receiver or any person appointed as a receiver shall have all the powers, rights, and privileges as the Federal Deposit Insurance Corporation. Also makes changes in the Freedom of Information Act, the Division of Banking Act, the State Finance Act, the Pawnbroker Regulation Act, the Corporate Fiduciary Act, the Residential Mortgage License Act of 1987, and the Foreign Bank Representative Office Act.
Amends the State Treasurer Act. Requires that the Office of the State Treasurer collect data to produce a report that provides information about participants in the College Savings Pool. Sets forth the requirements for the report. Provides that on December 1, 2012, and each December 1 thereafter, the Office of the State Treasurer must submit the report to the General Assembly and the Governor and make the report available to the public.
Amends the School Code. Makes a technical change in a Section concerning school districts with from 100,000 to 500,000 inhabitants.
Urges Congress to pass legislation to increase funding for schools, reauthorize and improve the Elementary and Secondary Education Act, create programs aimed at closing the achievement gap and increasing access to higher education, prevent the expansion of vouchers, and protect and enforce Title IX.
