Amends the Silent Reflection and Student Prayer Act. Changes the title and short title of the Act. Repeals the Section of the Act requiring the observance of a brief period of silence in the classroom. Effective immediately.
Amends the Illinois Municipal Code. Makes a technical change in a Section concerning the powers of a plan commission.
Creates the Illinois Police Canine Certification Act. Creates the Illinois Police Canine Certification Board. Sets forth the membership of the Board. Provides that the Board shall establish requirements for certification of police canines used by law enforcement agencies within the State. Provides that the requirements shall be adopted by the Illinois Law Enforcement Training and Standards Board. Provides that each law enforcement agency that uses police canines shall comply with the certification requirements within 12 months after the adoption of the requirements. Amends the Department of State Police Law to provide that the Department of State Police shall provide administrative support to the Board. Effective immediately.
Amends the Illinois Prepaid Tuition Act. Provides that the Illinois Student Assistance Commission, in investing amounts in the Illinois Prepaid Tuition Trust Fund, shall abide by the same requirements that investment companies and management companies are required to abide by under Sections 30 and 32 of the federal Investment Company Act of 1940, related rules of the U.S. Securities and Exchange Commission, and related federal case law, with references to the U.S. Securities and Exchange Commission meaning the State Treasurer and references to an investment company or management company meaning the Commission. Authorizes the State Treasurer to adopt any rules necessary to implement these provisions. Effective immediately.
Amends the Criminal Code of 1961 relating to unauthorized video recording and live video transmission. Provides that the prohibition of a person to knowingly make a video record or transmit live video of another person in that other person's residence without that person's consent when the recording or transmission is made outside that person's residence by use of an audio or video device that records or transmits from a remote location does not apply to a sheriff's employee or licensed private detective while serving process. Effective immediately.
Amends the Juvenile Court Act of 1987. Provides that a person not appointed guardian or legal custodian or otherwise made a party to a proceeding under the Act, any current or previously appointed foster parent or relative caregiver, or representative of an agency or association interested in the minor has the right to a full evidentiary hearing. Provides that if after an adjudication that a minor is abused or neglected and a notice of a proposed change of placement of the minor is given, a foster parent may file a motion to intervene in the proceeding for the sole purpose of requesting that the placement of the minor be continued with the foster parent. Provides that if placement of a minor has or is being terminated from a foster parent's home when the foster parent had the minor in his or her home for more than 6 months (rather than one year), that foster parent shall have standing and full intervenor status, except where the Department of Children and Family Services or anyone else authorized under the Abused and Neglected Child Reporting Act has removed the minor from the foster parent because of a documented reasonable belief that the circumstances or conditions of the minor are such that continuing in the residence or care of the foster parent will jeopardize the child's health or safety or presents an imminent risk of harm to the minor's life. Effective immediately.
Amends the State Officials and Employees Ethics Act. Provides that any member of a board or commission whose appointment requires the advice and consent of the Senate and who receives a salary from the State must either (1) divest himself or herself of any funds supporting his or her candidacy for any federal, State, or local public office by (A) a direct return of funds to contributors in amounts not to exceed his or her individual contributions, (B) a transfer of funds to a charitable organization or organizations, or (C) a combination of items (A) and (B), or (2) have the funds placed in an account that is frozen for the duration of his or her term as a member of the board or commission, except for account activity related to covering the reasonable costs of maintaining the account. Provides that failure to comply with this Section shall render the office vacant. Effective immediately.
