Amends the Criminal Code of 1961. Repeals provision requiring a person seeking to purchase a substance which is regulated by Title 16 CFR Section 1500.129 of the Federal Caustic Poison Act and is required to contain the words "causes severe burns" as the affirmative statement of principal hazard on its label, prior to taking possession to: (1) provide a valid driver's license or other government-issued identification showing the person's name, date of birth, and photograph; and (2) sign a log documenting the name and address of the person, date and time of the transaction, and the brand, product name and net weight of the item. Effective immediately.

Amends the Illinois Controlled Substances Act and the Methamphetamine Control and Community Protection Act if and only if Senate Bill 1701 of the 97th General Assembly becomes law in the form as passed with the concurrence of the Senate in House Amendment No. 1 on November 29, 2011. Provides that the limited immunity provided for a person experiencing an overdose shall not be extended unless the person who experienced the overdose enters a substance abuse intervention or treatment program approved by the State's Attorney within 14 days after having experienced the overdose, or as soon as practicable. Effective June 1, 2012.
Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that the Department of Healthcare and Family Services shall require third-party providers that administer any portion of the medical assistance program to conduct, on a random sampling basis, an annual analysis of the enrollees under their authority. Requires all requests for proposals and associated third-party provider contracts issued by the Department to include a statement notifying third-party providers of this requirement. Effective immediately.
Amends the Code of Civil Procedure. Makes a technical change in the short title Section.
Amends the Statute Concerning Perpetuities. Provides that a qualified perpetual trust is created by specified express terms. Provides that qualified perpetual trusts are not subject to the rule against perpetuities with respect to the vesting of interests in property. Provides that a trustee of a qualified perpetual trust shall have the unrestricted power and right to sell or convey the interest in the property after the end of the period of the rule against perpetuities and the power to sell property is not limited and the power of alienation is not suspended while the trustee or other person in being can convey the property. Provides that there is no time period in which the interests in property of a qualified perpetual trust are required to vest. Provides that language in a governing instrument of a trust which is not a qualified perpetual trust that is exempt from generation-skipping transfer tax seeks to (1) disallow the vesting or termination of an interests or trust beyond, (2) postpone the vesting or termination of an interest or trust until, or (3) operate in effect in a similar fashion upon, the later of (A) the expiration of a period of time not exceeding 21 years after the death of the survivor of specified lives in being at the creation of the trust or other property arrangement or (B) the expiration of a period of time that exceeds or might exceed 21 years after the death of the survivor of lives in being at the creation of the trust or other property arrangement, that language is inoperative to the extent it produces a period of time that exceeds 21 years after the death of the survivor of the specified lives.
Amends the School Code. In a provision that authorizes a school board to enter into written agreements with adjacent school districts to provide for tuition-free attendance by a student of the adjacent district (when requested by the student or parent) if both districts determine that the student's health or safety will be served by such attendance, specifies that factors contributing to a student's health and safety shall include chronic bullying. Provides that the rejection of a request by either district may be appealed by the student or parent to the regional superintendent of schools, who may require that the districts enter into such an agreement. Effective immediately.
Amends the Freedom of Information Act. Provides that a public body is not required to copy and make available for public inspection a public record that is published on the public body's website if the public body's Freedom of Information officer certifies that the online record is a true and accurate copy of the original record maintained by the public body. Effective immediately.
Amends the Illinois Vehicle Code. Provides that any tow initiated by a law enforcement agency or officer shall be communicated by the law enforcement agency directly to the tow company by phone or computer. Effective immediately.
Amends the Emergency Telephone System Act. Provides that moneys from the Emergency Telephone System Fund may be expended for the costs of public safety agency personnel who are and equipment that is dispatched in response to an emergency call. Amends the Illinois Municipal Code. In provisions pertaining to the expenditure of the amounts collected by municipalities from municipal hotel use taxes or hotel operator's taxes, provides that the corporate authorities of a municipality may, by ordinance, provide for the amounts collected to be deposited into the general fund of the municipality for any municipal purpose (now, the amounts collected must be spent to promote tourism). Effective immediately.
Amends the Toll Highway Act. Makes a technical change in a Section concerning powers of the Toll Highway Authority.
