Amends the Higher Education Student Assistance Act. Makes a technical change in a Section concerning defaulting on a loan.

Amends the Criminal Code of 1961. Makes a technical change in the statute concerning first degree murder.
Amends the Property Tax Extension Limitation Law in the Property Tax Code. In each of the definitions of "aggregate extension" excludes extensions made to fund the district's expenses to provide joint recreational programs for the handicapped under the Park District Code and the Illinois Municipal Code. Effective immediately.
Amends the Illinois Public Aid Code. Provides that if a custodial parent who is receiving child support enforcement services under the Code provides the Department of Public Aid with credible information concerning the location of the putative father or noncustodial parent of the child, the Department must attempt to locate the putative father or noncustodial parent within 60 days after receiving that information. Effective immediately.
Amends the Cigarette Tax Act. Makes a technical change in a Section concerning the short title.
Amends the Children's Health Insurance Program Act to extend the sunset date for the Act from July 1, 2003 to July 1, 2006. Effective immediately.
Congratulates Dr. Michael T. Murphy on his nine years of service as President of College of DuPage.
