Amends the Property Tax Extension Limitation Law in the Property Tax Code. Provides that if (i) the total equalized assessed value of all taxable property in the taxing district for the current levy year is less than the total equalized assessed value of all taxable property in the taxing district for the previous levy year, or (ii) the median equalized assessed value of all taxable property in the taxing district for the current levy year and the 2 levy years immediately preceding the current levy year is less than the median equalized assessed value of all taxable property in the taxing district for the 3 levy years immediately preceding that 3-year period, then the extension limitation is (a) 0% or (b) the rate of increase approved by voters (instead of the lesser of 5% or the percentage increase in the Consumer Price Index during the 12-month calendar year preceding the levy year or the rate of increase approved by the voters). Effective immediately.

Amends the Counties Code and the Code of Civil Procedure to reverse the changes made by Public Act 98-1132 to provisions governing jury size and compensation. Effective immediately.
Amends the Abused and Neglected Child Reporting Act. In a provision under the definition of "abused child" that concerns abused children who are the victims of certain sex offenses, extends the definitions of those sex offenses as defined in the Criminal Code of 2012 and the Wrongs to Children Act to include persons between 18 and 22 years of age who reside in any facility licensed by the Department of Children and Family Services under the Child Care Act of 1969.
Amends the Deposit of State Moneys Act. Provides that nothing in the Act shall be construed as prohibiting a bank, savings bank, or credit union from submitting a proposal to the State Treasurer on the basis that it does not offer a product or service in this State, unless a specific requirement is noted in the public solicitation that is related to the product or service being solicited. Provides that the amendatory Act is not intended to limit the State Treasurer's discretion in the selection of a bank, savings bank, or credit union, as provided in the Act. Amends the Public Funds Investment Act to make a similar change concerning the submission of proposals to a public agency. Provides that any public agency may invest any public funds in obligations (currently, short term obligations) of corporations organized in the United States with assets exceeding $500,000,000 if such obligations mature not later than 3 years (currently, 270 days) from the date of purchase, in addition to other criteria. Effective immediately.
Amends the School Code. Provides that physical education may (rather than shall) be provided to pupils. Makes related changes, including changes concerning physical fitness assessments. Removes a provision concerning the State Board of Education preparing and making available guidelines for the various grades and types of schools.
Amends the Election Code. Provides that the offices of elected members of school boards, school trustees, directors of boards of school directors, trustees of county boards of school trustees, members of boards of school inspectors, and members of school boards in school districts that adopt Article 33 of the School Code shall be filled or shall be on the ballot at the general election in the appropriate even-numbered years (rather than at the consolidated election in the appropriate odd-numbered years). Provides that, for elections on and after June 1, 2015, a member of a Board of School Directors, a member of an elected Board of Education, a member of a Board of School Inspectors, a trustee of a Regional Board of School Trustees, or a trustee of schools, as the case may be, shall be elected at the general election that immediately precedes the expiration of the term of any incumbent member, to succeed each incumbent member whose term ends before the following general election. Provides that the term of an incumbent of any of those offices serving on the effective date of the amendatory Act is extended to the first Monday in the first month following the next general election after the date that his or her term would have expired had this amendatory Act not been enacted, and the term of the successor in office shall commence on that first Monday. Makes other changes. Amends the School Code to make changes conforming to the changes to the time of election of members of school boards made by the amendatory Act. Effective immediately.
Creates the Local Government Bankruptcy Neutral Evaluation Act. Makes legislative findings. Defines terms. Authorizes a local public entity to initiate a neutral evaluation process if that entity is unable to meet its financial obligations. Provides for the selection and qualification of an evaluator, the evaluation process, cessation of an evaluation, declaration of a fiscal emergency, and definition of liabilities. Provides that records prepared for or used in connection with the Local Government Bankruptcy Neutral Evaluation Act are exempt from disclosure. Amends the Open Meetings Act. Provides that a public body may hold closed meetings related to the Local Government Bankruptcy Neutral Evaluation Act. Amends the Freedom of Information Act. Makes conforming changes. Effective immediately.
Amends the Payday Loan Reform Act. Makes a technical change in a Section concerning the short title.
Proposes to amend the Legislature Article of the Illinois Constitution. Prohibits a person from holding the office of State Senator or State Representative, or a combination of those offices, for more than 10 years. Effective upon being declared adopted.
