Amends the School Code. Provides that after June 1, 2013 persons may not be nominated for General Assembly scholarships and that General Assembly scholarships may not be awarded after that date unless the nomination is made prior to that date. Prevents both second nominations for any lapsed General Assembly scholarship and nominating persons to the unused or unexpired parts of any vacated General Assembly scholarship after June 1, 2013. Effective immediately.

Amends the Chicago Municipal, Chicago Laborers, and Chicago Teachers Articles of the Illinois Pension Code to provide that, for certain leaves of absence during which a participant is employed by a labor organization, contributions shall be based upon the participant's regular salary (rather than the salary received from the organization). Effective immediately.
Creates the Local Government Consolidation and Reform Act of 2012. Contains only a short title provision.
Amends the Counties Code. Makes a technical change in a Section concerning reporting of information in counties of greater than 300,000 but less than 2,000,000.
Proposes to amend the Legislature Article of the Illinois Constitution. Prohibits a person from holding the office of State Senator or State Representative, or a combination of those offices, for more than 10 years. Effective upon being declared adopted.
Amends the General Assembly Article of the Illinois Pension Code. Restricts participation in the General Assembly Retirement System by members of the General Assembly to persons who become participants before January 1, 2013 and provides that, beginning on that date, the System shall not accept any new participants who are members of the General Assembly. Makes related changes. Effective immediately.
Amends the Prevailing Wage Act. Provides that "public works" does not include projects undertaken by a private business pursuant to a sales tax rebate agreement that are (i) privately funded, (ii) privately financed, (iii) located on property that is not publicly owned or operated, and (iv) carried out by a private business that is not performing a public function. Defines "sales tax rebate agreement" as an agreement entered into between a private business and a unit of local government to rebate a portion of the State Retailers' Occupation Tax. Effective immediately.
Amends the Street Light District Act. Makes a technical change in a Section concerning the short title.
Amends the Emergency Telephone System Act. Makes a technical change in a Section concerning the short title.
Amends the Compensation Review Act. Makes a technical change in a Section concerning the short title.
