Proposes to amend Section 1 of Article X of the Illinois Constitution. Requires the State to provide no less than 50% of the funding for the system of public education. Effective upon being declared adopted in accordance with Section 7 of the Illinois Constitutional Amendment Act.

Encourages the Chicago Police Department to resolve the accidents of history and accord Constable James Quinn all the rights and honors of a fallen officer killed in the line of duty by listing him in all official records as the first Chicago Policeman killed in the line of duty.
Amends the Ticket Scalping Act. Makes a technical change in a Section concerning service charges.
Amends the Illinois Power of Attorney Act. Provides that an agent, acting for a principal who is incapacitated, shall provide a record of all receipts, disbursements, and significant actions taken under the authority of the agency when requested to do so by a representative of the Office of Inspector General for the Department of Human Services acting in the course of an assessment of a complaint of financial exploitation of an adult with disabilities pursuant to Section 35 of the Abuse of Adults with Disabilities Intervention Act. Effective immediately.
Creates the Home Care Consumer and Worker Protection Act. If an agency places a home care worker with a consumer to provide home care services, requires the agency to give the worker and the consumer a notice setting forth the rights and responsibilities of each of them as well as appropriate phone numbers and addresses of the Department on Aging. Provides that the Act does not apply to nursing homes, home health agencies, and certain other agencies. Provides that an agency subject to the Act must comply with the Health Care Worker Background Check Act and must ensure that every home care worker placed by the agency for hire by a consumer has the appropriate credentials and is appropriately licensed or certified as required by law. Authorizes the Department on Aging to investigate complaints of violations of the Act, issue cease-and-desist orders, and seek injunctive relief. Provides for a civil penalty of $1,000 per day for each day that a violation continues. Effective January 1, 2006.
Creates the Firearms Act. Contains only a short title provision.
Amends the Environmental Protection Act. Provides that the disposal of asbestos containing material in violation of certain federal regulations is a Class 4 felony (now, improper removal of asbestos is felony, while there is no criminal sanction under the Act for dumping asbestos). Effective immediately.
Amends the Civil Administrative Code of Illinois. Makes a technical change in a Section concerning the Department of Professional Regulation.
Amends the Illinois Municipal Code. Makes technical changes in a Section concerning the president of a village or incorporated town.
