Amends the Tax Increment Allocation Redevelopment Act in the Illinois Municipal Code. Provides that the redevelopment project in the TIF district created by an ordinance that was adopted on December 22, 1986 by the Village of Hoffman Estates must be completed by December 31 of the 35th year (now, the 23rd year) after the year in which the ordinance was adopted.

Amends the Illinois Insurance Code. Creates an Article concerning custodial agreements and the use of clearing corporations. Provides definitions. Allows domestic insurance companies to deposit securities held or purchased for its general account in a clearing corporation. Allows certificates representing securities of the same class of the same issuer to be merged and held in bulk in the name of the nominee of the clearing corporation regardless of the ownership of the securities and for certificates representing smaller denominations to be merged into one or more certificates of larger denominations. Allows ownership and other interests in securities to be transferred by bookkeeping entry without physical delivery of certificates. Authorizes the Secretary of Financial and Professional Regulation to adopt rules governing the deposit of securities in clearing corporations. Allows securities of domestic, foreign, and alien insurance companies required to be deposited with the Secretary as a condition of doing business in this State that meet deposit requirements to be deposited in clearing corporations. Prohibits the removal of these deposits by the insurance company without the approval of the Secretary. Requires the insurance company to provide evidence to the Secretary that the securities are recorded in the name of the custodian and that the securities are held subject to the order of the Secretary.
Amends the Criminal Code of 1961. Makes a technical change in a section concerning domestic battery.
Amends the Electric Service Customer Choice and Rate Relief Law of 1997 in the Public Utilities Act. Changes the definition of "mandatory transition period" to include the period from the effective date through the date on which the Illinois Commerce Commission has approved declarations of competitive service for all classes of service offered in the service areas of all electric utilities that, on December 31, 2005, served at least 100,000 customers in Illinois. Requires the Commission to order certain utilities to file and implement tariffs to reinstate all rates charged to the electric utilities' customers on December 31, 2006, within 10 days after the effective date. Requires the Commission to order the electric utilities to refund to the utilities' residential customers any amounts charged to such residential customers, from January 1, 2007 until 10 days after the effective date that exceed the rates charged to the electric utilities' residential customers on December 31, 2006. Provides that the refund must be issued within 30 days after the effective date and shall include interest on the full amount of the refund, at the same interest rate the Commission requires utilities to pay on customer deposits. Prohibits the Commission from taking certain actions prior to 2010 with respect to (i) initiating, authorizing, or ordering any change by way of increase or (ii) in approving an application for a merger, imposing a condition requiring any filing for an increase, decrease, or change in or other review of a utility's rates or enforcing such a condition. Makes other changes. Effective immediately.
Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Makes a technical change in a Section concerning the Department's powers and duties.
Amends the Property Tax Code. In a Section concerning the publication of assessments in counties of 3,000,000 or more, sets forth the form of a notice that must be printed at the top of the list of assessments. Requires counties of 3,000,000 or more to mail notices of changed assessments to residential taxpayers. Effective immediately.
Amends the Metropolitan Transit Authority Act. Provides that, within 3 months after the effective date of the amendatory Act, the Board of the Chicago Transit Authority must increase fares for all fixed route transportation services provided by the Authority in an amount sufficient to offset the cost of providing transit services without charge to senior citizen residents of the metropolitan region in accordance with Public Act 95-0708. Effective immediately.
Amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Illinois Insurance Code, the Health Maintenance Organization Act, the Limited Health Service Organization Act, the Voluntary Health Services Plans Act, and the Illinois Public Aid Code to provide coverage for autism spectrum disorders to the extent that the diagnosis and treatment of autism spectrum disorders are not already covered by the policy or plan. Provides that this coverage shall be subject to a maximum benefit of $36,000 per year, but shall not be subject to any limits on the number of visits to an autism service provider. Makes other changes. Effective immediately.
Amends the Telecommunications Article of the Public Utilities Act. Makes a technical change in a Section concerning a certificate of service authority.
Amends the Counties Code. Makes a technical change to a Section concerning zoning requirements for a telecommunications carrier facility.
