INC TAX-CREDITS

Amends the Illinois Income Tax Act. Increases the amount of the earned income tax credit from 5% of the federal credit to: (i) 7.5% of the federal tax credit for taxable years ending in calendar year 2007; and (ii) 10% of the federal tax credit for taxable years ending in calendar year 2008 or thereafter. Effective immediately.

GAS REVENUE TAX-PHASE-OUT

Amends the Gas Revenue Tax Act. Provides that each July 1, beginning on July 1, 2008, the rate of the tax imposed for gas that is distributed, supplied, furnished, sold, or transported to a residential customer is reduced by $0.006 per therm until the rate of the tax is zero, but provides that, in no case, shall the tax be imposed with respect to gas that is distributed, supplied, furnished, sold, or transported to a residential customer on or after July 1, 2012. Effective immediately.

CHILD CUSTODY AND VISITATION

Amends the Illinois Marriage and Dissolution of Marriage Act to rewrite provisions concerning child custody and visitation; changes "custody" and "visitation" to "parental responsibilities" and "parenting time", respectively. Sets forth provisions concerning: commencement of a proceeding for allocation of parental responsibilities; factors to be considered in allocating parental responsibilities, including parenting time; a parenting plan; restriction of parental responsibilities; application of these provisions; and other matters. Amends the Neutral Site Custody Exchange Funding Act, the Intergovernmental Missing Child Recovery Act of 1984, the Domestic Relations Legal Funding Act, the Code of Criminal Procedure of 1963, the Illinois Parentage Act of 1984, the Illinois Domestic Violence Act of 1986, and the Probate Act of 1975 to make conforming changes.

BONDS-LOCAL GOV-WASTEWATER

Amends the Build Illinois Bond Act. Provides that certain bonds that may currently be used for loans or grants to units of local government for wastewater facilities may also be used for grants to serve unincorporated areas. Effective January 1, 2008.
