FIXING HIGHER ED FUNDING ACT

Creates the Fixing Illinois Higher Education Funding Act. Requires the Board of Higher Education to study the cost drivers of State universities and develop a comprehensive, 10-year plan to ensure the long-term performance and sustainability of higher education in the State that ensures funding supports education outcomes, assesses the affordability of higher education for students, and supports long-term economic and workforce development goals. Sets forth factors to be studied. Requires the Board to issue a report based on the findings of the study to the Governor and the General Assembly no later than March 31, 2027. Effective immediately.

IDPH-COMMUNITY HOSPITAL

Amends Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. In provisions regarding a Safety-Net Hospital Health Equity and Access Leadership (HEAL) Grant Program, changes references to safety-net hospitals to references to community safety-net hospitals. Updates references to dates in those provisions. Defines "community safety-net hospital", "health system", and "medically underserved area". Makes changes to required provisions in the report to the General Assembly regarding criteria for a community safety-net hospital to be eligible for the program, deletes required provisions in the report to the General Assembly regarding potential projects eligible for grant funds, and adds required provisions in the report to the General Assembly regarding an application process and criteria, as well as policies, standards, and procedures to administer the program and ensure accountability.

INC TX-DEDUCT TIPS AND OT

Amends the Illinois Income Tax Act. Creates an income tax deduction for gratuities that are included in the taxpayer's federal adjusted gross income. Creates an income tax deduction for the amount of overtime compensation that is paid to the taxpayer during the taxable year and that is included in the taxpayer's federal adjusted gross income. Effective immediately.

VEH CD-GRADUATED LICENSES

Amends the Illinois Vehicle Code. Provides that if a graduated driver's license holder who is under the age of 18 is convicted of violating State law while operating a motor vehicle with more than one passenger in the vehicle who is under the age of 20, unless any additional passenger or passengers are siblings, step-siblings, children, or stepchildren of the driver, and that results in bodily harm, permanent disability, or death to another, the graduated license shall be suspended for 6 months. Effective immediately.

FALLEN FIRST RESPONDERS MONTH

Declares June 2026 as Fallen First Responders Month in the State of Illinois in honor of all the firefighters, paramedics, and law enforcement officers who have made the ultimate sacrifice in the line of duty. Encourages citizens to observe this designation with appropriate ceremonies, memorial services, moments of silence, educational programs, and acts of community service to honor the legacy of our fallen heroes. Expresses deep gratitude to the families of the fallen and pledges continued support to the men and women who serve and protect our communities each day.

COMM COLLEGE-BA DEGREE PROGRAM

Amends the Public Community College Act. Allows the board of trustees of a community college district to establish and offer a baccalaureate degree program and confer a bachelor's degree if specified conditions are met. Requires the board of trustees to demonstrate that the community college district has the expertise, the resources, and sufficient student demand to offer a baccalaureate degree. Sets forth the application requirements. Prohibits a community college district from using semester credit hours generated in a baccalaureate degree program for certain grants. Sets forth limitations on community college districts for establishing baccalaureate programs. Requires a community college district that offers a baccalaureate degree program to submit an annual report to the Illinois Community College Board. Requires the Illinois Community College Board and the Board of Higher Education to conduct a statewide evaluation of all baccalaureate degree programs established under the amendatory Act and report the results of the evaluation on or before 5 years after the effective date of the amendatory Act, in addition to being made publicly available online. Effective immediately.

SCHOOL CD-PROPERTY TAX RELIEF

Amends the School Code. Provides that the State Board of Education shall establish and administer a program to award property tax relief grants to school districts in this State. Provides that, in exchange for receiving a grant, a school district's maximum aggregate property tax extension for the taxable year that begins on January 1 of the fiscal year for which the grant is awarded may not exceed an adjusted maximum aggregate property tax extension for that taxable year. Creates the Education Property Tax Relief Fund as a special fund in the State treasury for the purpose of awarding grants. Sets forth provisions concerning the Education Property Tax Relief Fund. Amends the State Finance Act to make conforming changes. Effective immediately.
