Creates the Chicago Educational Governance Task Force for the purpose of recommending the best structure and procedure for the governance of City of Chicago School District 299.

Amends the Public Funds Deposit Act. Provides that a depository institution that intends to close, relocate, or consolidate a branch location that impacts a low-income, moderate-income, or economically depressed urban or rural community must comply with certain advance notice and hearing requirements. Provides for the State Treasurer to hold a public hearing and determine whether it is in the best interests of the State to allow the closing, relocation, or consolidation. If the institution does not abide with a determination by the State Treasurer adverse to the institution's intent, then it may not receive or retain deposits of public funds. Effective immediately.
Amends the Illinois Procurement Code. Provides that no service business is a small business if its average annual gross revenue for its 3 most recently completed fiscal years equals or exceeds $6,000,000. Amends the Small Business Contracts Act. Defines "very small business". Provides that not less than 1% of the total dollar amount of State contracts shall be established as a goal to be awarded to very small businesses. Effective immediately.
Amends the Code of Criminal Procedure of 1963. Authorizes persons who are subject to being confined by the State, local, or federal government as a result of a State criminal conviction to seek a post-conviction hearing in the trial court.
Creates the Aging Community State Employment Plan Act. Defines the aging community as those persons 50 years of age or older. Provides that the purposes of the Act all relate to Illinois' aging community as to: delivery of State services; State employment; State agencies' goals; and an Aging Community State Employment Plan. Defines terms. Provides that the Department of Central Management Services shall: develop and implement plans to increase the number of aging community members employed by State government; prepare an Aging Community State Employment Plan; annually report to the General Assembly State agency activities under the Plan; and assist State agencies with training programs. Provides that each State agency shall implement the Plan and provide a Plan report annually to the Department. Creates the Aging Community State Employment Plan Advisory Council with 11 members (each a subject matter expert on the aging community), appointed by the Governor, who shall serve without compensation, but be reimbursed for reasonable expenses from appropriated funds. Includes other provisions. Effective immediately.
Amends the School Code. Provides that each school board must not make available food containing industrially produced trans fat or use food containing industrially produced trans fat in the preparation of a food item served to students from any source, including, but not limited to, school stores, school vending machines, school cafeterias, school food service establishments, and fundraising activities on school premises, whether or not school-sponsored. Provides that the prohibition applies to all food and beverages sold on school grounds during the regular and extended school day, but does not apply to food provided through a United States Department of Agriculture meal program. Requires the State Board of Education to establish a procedure for monitoring compliance by school boards, and allows the State Board to establish appropriate penalties based on failure to comply.
Amends the Illinois Procurement Code. Provides that each public institution of higher education shall provide the Chief Procurement Officer and the Procurement Policy Board (now, just the Chief Procurement Officer) with a report of, and, upon request, copies of, contracts that are related to the procurement of certain goods and services. Provides that certain procurements by or on behalf of public institutions of higher education shall be made in accordance with the requirements of the Code (now, in accordance with the requirements of the Code to the extent practical). Provides that the Chief Procurement Officer, with the approval of the Procurement Policy Board (now, approval of the Procurement Policy Board is not required), may waive registration, certification, and sole source hearing (now, and hearing) requirements for a public institution of higher education if compliance is impractical. Provides that the Chief Procurement Officer, with the approval of the Executive Ethics Commission and the Procurement Policy Board (now, just the approval of the Executive Ethics Commission), may permit a public institution of higher education to accept a bid or enter into a contract with a business that assisted the public institution of higher education in determining whether there is a need for a contract. Effective immediately.
Amends the Children and Family Services Act. Requires the Department of Children and Family Services to establish and maintain a statewide central parent helpline to provide advice and referral services to parents in conflict with an out-of-control child. Provides that helpline operators shall be specially trained in parent education and counseling and shall receive adequate instruction on the availability and locations of family counseling services offered by the Department and approved private agencies. Provides that the helpline shall be known as the "Parent Helpline" and its number shall be publicized on the Department's website.
Amends the Criminal Identification Act. Allows a person to petition the court and the court to order the sealing of Class 2, 3, and 4 felony conviction records 4 years after termination of the person's last sentence, unless the offense is a: (1) sex offense; (2) DUI; (3) reckless driving; (4) violation of an order of protection; (5) dog fighting; (6) crime of violence as defined in the Crime Victim Compensation Act; or (7) an offense that that requires registration under the Sex Offender Registration Act. Current law limits the sealing of felony conviction records to Class 4 felony convictions for possession of cannabis, possession of a controlled substance, Methamphetamine Precursor Control Act, Steroid Control Act, and prostitution. Requires a person petitioning to seal a drug offense to pass a drug test within the 30 days preceding the filing of the petition to seal.
Creates the Aging Community State Employment Plan Act. Defines the aging community as those persons 50 years of age or older. Provides that the purposes of the Act are to: (1) improve State services delivery to Illinois' aging community; (2) increase the number of members of the aging community: who are employed throughout State government, who are promoted, and who are veterans who are hired by State government; (3) assist State agencies meet goals established by the Aging Community State Employment Plan; and (4) establish an Aging Community State Employment Plan Advisory Council. Defines terms. Provides that the Department of Central Management Services shall: develop and implement plans to increase the number of aging community members employed by State government, including those at supervisory, technical, professional, and managerial levels; prepare an Aging Community State Employment Plan; annually report to the General Assembly each State agency's activities that implement the Plan; and assist State agencies with training programs to meet their affirmative action and equal employment opportunity goals. Provides that each State agency shall: implement programs under the Plan to increase the number of aging community members employed by the State, including at supervisory, technical, professional, and managerial levels; and report annually to the Department its activities that implement the Plan. Provides that the Aging Community State Employment Plan Advisory Council is created, consisting of 11 members each of whom shall be a subject matter expert on the aging community appointed by the Governor. Provides that members shall serve without compensation, but shall be reimbursed for reasonable expenses from appropriated funds. Includes other provisions. Effective immediately.
