Amends the Right to Privacy in the Workplace Act. Provides that it is unlawful for any employer to ask any prospective employee to provide any username, password, or other related account information in order to gain access to a social networking website where that prospective employee maintains an account or profile.

Creates the Young Adult Community State Employment Plan Act. Defines young adult as a person who is at least 18 years old but no more than 25 years old. Provides that the purposes of the Act are to: (1) improve State services delivery to Illinois' young adult community; (2) increase the number of members of the young adult community: who are employed throughout State government, who are promoted, and who are veterans who are hired by State government; (3) assist State agencies meet goals established by the Young Adult Community State Employment Plan; and (4) establish an Young Adult Community State Employment Plan Advisory Council. Defines terms. Provides that the Department of Central Management Services shall: develop and implement plans to increase the number of young adult community members employed by State government, including those at supervisory, technical, professional, and managerial levels; prepare an Young Adult Community State Employment Plan; annually report to the General Assembly each State agency's activities that implement the Plan; and assist State agencies with training programs to meet their affirmative action and equal employment opportunity goals. Provides that each State agency shall: implement programs under the Plan to increase the number of young adult community members employed by the State, including at supervisory, technical, professional, and managerial levels; and report annually to the Department its activities that implement the Plan. Provides that the Young Adult Community State Employment Plan Advisory Council is created, consisting of 11 members each of whom shall be a subject matter expert on the young adult community appointed by the Governor. Provides that members shall serve without compensation, but shall be reimbursed for reasonable expenses from appropriated funds. Includes other provisions. Effective immediately.
Amends the Civil Administrative Code of Illinois. Makes a technical change in a Section concerning the Department of Healthcare and Family Services.
Urges support for peaceful exercise of First Amendment rights by Occupy protestors.
Amends the Cemetery Oversight Act. Makes a technical change in a Section concerning the short title.
Amends the Unemployment Insurance Act. Provides that the Department of Employment Security shall periodically ascertain the average weekly household income for Illinois households. Provides that, if the wages of an otherwise eligible individual who is a part-time worker in a week, combined with the individual's weekly benefit amount, do not exceed the lesser of the individual's final regular wages, not including overtime or bonuses, at the individual's last full-time position the average weekly household income for Illinois households, then the individual is eligible to receive the same weekly benefit amount to which the eligible individual would be entitled if he or she were not working part-time. Provides for a reduced weekly benefit amount under specified circumstances. Provides that benefits under the new provisions are available only during an individual's period of regular benefits and not during any period of extended benefits. Provides that, if an individual who is a part-time worker in a week is eligible for benefits under any other provision of the Act or rule of the Department in amount that is greater than the amount to which an individual is eligible for benefits under the new provisions, then that other provision or rule shall control.
Amends the School Code. Creates the Chicago Educational Governance Task Force for the purpose of recommending the best structure and procedure for the governance of City of Chicago School District 299. Sets forth the composition of the Task Force and the duties of the Task Force. Requires the Task Force to report its recommendation to the General Assembly on or before May 30, 2013 as to which governance structure is best designed to serve the students of the City of Chicago.
Amends the Illinois Lottery Law. Creates the Lottery Supports Schools Fund. Provides that certain lottery revenues shall be deposited into the Fund. Provides that moneys in the fund shall be distributed to school districts based on the district's percentage of lottery sales. Effective immediately.

Provides that "veteran" means an Illinois resident who has served as a member of the United States Armed Forces on active duty or State active duty, a member of the Illinois National Guard, or a member of the United States Reserve Forces and who has received an honorable discharge. Provides that the Department of Central Management Services shall: develop and implement plans to increase the number of veterans employed by the State, including those at supervisory, technical, professional, and managerial levels; prepare a Veterans State Employment Plan; annually report to the General Assembly State agency activities that implement the Plan; and assist State agencies with training programs. Provides that each State agency shall: implement programs under the Plan to increase the number of veterans employed by the State, including at supervisory, technical, professional, and managerial levels; and report annually to the Department its activities that implement the Plan.
