Designates the week of May 12, 2013 as Falun Dafa Week in the State of Illinois.

Amends the Personnel Code. Provides that the Director of Central Management Services and the Department of Employment Security shall establish a 5-year pilot program under which the Director of Central Management Services and the Department of Employment Security shall jointly administer competitive examinations to test the relative fitness of applicants for certain positions in the State service. Provides that, under the pilot program, the Director of Central Management Services and the Department of Employment Security shall determine the times and places where the competitive examinations shall be held, provided that the competitive examinations shall be held at each Department of Employment Security office at least twice a month. Provides that a schedule of the times and places where the competitive examinations shall be held shall be posted on the official websites of the Department of Central Management Services and the Department of Employment Security. Effective immediately.
Amends the Public Funds Deposit Act. Provides that a depository institution that intends to close, relocate, or consolidate a branch location that impacts a low-income, moderate-income, or economically depressed urban or rural community must comply with certain advance notice and hearing requirements. Provides for the State Treasurer to hold a public hearing and determine whether it is in the best interests of the State to allow the closing, relocation, or consolidation. Provides that if the institution does not abide with a determination by the State Treasurer adverse to the institution's intent, then it may not receive or retain deposits of public funds. Effective immediately.
Amends the Unemployment Insurance Act. Provides that an employer shall not be subject to benefit charges resulting from payments made to a claimant unless the claimant was employed for 60 (rather than 30) days.
Amends the Conveyances Act. Provides that no quitclaim deed may be recorded in a county with a population of 3,000,000 or more unless each grantor conveying real estate by the quitclaim deed signs or acknowledges his or her signature in the recorder's office before a notary public who is an employee of the recorder's office and who is satisfied that there appears no reason not to notarize the grantor's signature. Provides that a grantor of a quitclaim deed shall acknowledge that he or she read and signed the quitclaim deed and understands that the quitclaim deed conveys any and all interest of the grantor in the real estate conveyed to the grantee. Provides that a quitclaim deed executed by a financial institution conveying an interest that it has in real estate is exempt from the notarization requirement. Provides that a quitclaim deed is exempt from the requirement to have the quitclaim deed notarized in the recorder's office if the quitclaim deed was executed by a grantor and notarized before a notary public other than an employee of the recorder's office for health reasons or because of a disability and if the deed has attached a licensed physician's report attesting to the health reasons or disability based on the physician's personal examination of the grantor within 10 days prior to the execution of the quitclaim deed. Provides that an additional fee of $50 may be collected by the recorder to record a quitclaim deed under the new provisions. Provides that a quitclaim deed that is exempt from any of the new provisions is still subject to the additional fee. Provides that all fees collected under the new provisions shall be deposited into the Recorder's Operation and Administrative Fund created by the recorder, and shall be used to offset the costs incurred by the recorder in performing the additional duties required provided by the new provisions.
Amends the Communicable Disease Prevention Act. Makes changes to the provision concerning children of school age who are reported as having been diagnosed as having AIDS or HIV. Provides that the information contained in the notification to be required of the Department of Public Health with regard to a child enrolled in a public school in kindergarten through fifth grade who is diagnosed as being infected with HIV must not be recorded in the child's permanent record. Provides that if the information is in the child's permanent school record, the information must be purged from the child's record before the child enters the sixth grade. Provides that if the child is enrolled in a public school, the principal shall disclose (instead of disclose the identity of the child) to the superintendent of the school district in which the child resides and specifies that the disclosure shall be that a child has been infected with HIV. Provides that all provisions of the AIDS Confidentiality Act shall apply, including penalties for violation of that Act.
Urges the Governor to create a commission to confront the economic problems that still plague African-American communities.
Creates the Distressed Counties and Communities Task Force to find and create innovative means to address and meet the numerous needs of those who receive State social services and develop a legislative and administrative agenda that can serve as a national model for developing a successful anti-poverty agenda.
Amends the Property Tax Code. Makes a technical change in a Section concerning issuance of a tax bill.
Amends the Illinois Lottery Law. Makes a technical change in a Section concerning the short title.
