ILLINOIS LAW ENFORCEMENT FUND

Amends the State Finance Act. Creates the Illinois Law Enforcement Alarm Systems Fund in the State treasury for use for support in law enforcement, airborne, and terrorism operations. Amends the Clerks of Courts Act. Increases the fee that the county board may authorize the circuit clerk to collect for automated record keeping to not less than $10 (rather than $1) and not more than $15. Provides that the additional fee paid by a defendant in any felony, traffic, misdemeanor, local ordinance, or conservation case upon a judgment of guilty or grant of supervision shall be deposited into the Illinois Law Enforcement Alarm Systems Fund rather than the State Police Operations Assistance Fund. Provides that $5 of the fine shall be deposited into the Circuit Court Clerk Operation and Administrative Fund created by the Clerk of the Circuit Court to be used to offset the costs incurred by the Circuit Court Clerk in performing the additional duties required to collect and disburse funds as provided by law. Provides that the remainder of each additional fine shall be remitted by the Circuit Court Clerk within one month after receipt to the State Treasurer for deposit into the Illinois Law Enforcement Alarm Systems Fund in the State treasury and, pursuant to appropriation, transferred to the Illinois Law Enforcement Alarm Systems Fund quarterly by the State Treasurer. Effective immediately.

FARMERS MARKET-TASK FORCE

Amends the Food Handling Regulation Enforcement Act. Provides that the Farmers' Market Task Force shall be formed by the Director to assist the Department in enacting statewide administrative regulations for farmers' markets. Provides for the appointment of members of the Task Force and their corresponding duties. Provides provisions concerning the statewide farmers' market food safety guidelines. Makes corresponding changes in the Sanitary Food Preparation Act. Effective immediately.

Amends the State Finance Act. Makes a technical change in a Section concerning the deposit of money received by the Division of Highways of the Department of Transportation into the road fund.

DHS-CHILD CARE SRVCS-FEE SCALE

Amends the Illinois Public Aid Code. Requires the Department of Human Services to establish a co-payment scale that provides for cost sharing by families that receive child care services, including parents whose only income is from assistance under the Code (rather than the Department shall require co-payments for child care services by any parent, including parents whose only income is from assistance under the Code). Provides that the co-payment shall be based on family income and family size and may be based on other factors as appropriate (rather than based on family income, family size, and the number of children in care). Provides that co-payments may be waived for families whose incomes are at or below the federal poverty level (rather than co-payments shall not be increased due solely to a change in the methodology for counting family income). Effective immediately.

NURSE ACT-PRESCRIBE SCHED II

Amends the Nurse Practice Act. Provides that a collaborating physician or podiatrist may, but is not required to, delegate prescriptive authority to an advanced practice nurse as part of a written collaborative agreement of Schedule II (instead of III) through V controlled substances. Effective immediately.

PROCUREMENT-VETERANS

Amends the Illinois Procurement Code and the Criminal Code of 1961. Provides that the State shall set aside 5% each fiscal year of the State's total expenditures for contracts for award to service-disabled veteran-owned small businesses and other veteran-owned small businesses (now, provides that a Task Force shall be established to determine the appropriate percentage goal for award each fiscal year of the State's total expenditures for contracts to service disabled veteran-owned businesses). Requires State agencies to appoint advocates to encourage and coordinate participation in State procurement activities by veteran-owned small businesses. Provides that any person who fraudulently obtains or retains, willfully makes a false statement for the purposes of influencing, or willfully obstructs or impedes the investigation of certification as a service-disabled veteran-owned small business or veteran-owned small business commits a class 2 felony and shall be suspended from bidding on any State contract for 3 years. Establishes criminal penalties for other related offenses. Makes other changes. Effective July 1, 2011.

EXAM OF FIREFIGHTER APPLICANTS

Amends the Illinois Municipal Code and the Fire Protection District Act. Sets forth alternative procedures for appointments to full-time fire departments. Provides for the creation of a register of eligibles for original appointments to fire departments. Sets forth the requirements for placement on the register of eligibles. Provides that a local commission may also hire from a statewide master register of eligibles for original appointments. Sets forth the requirements for placement on the master register. Provides that no person under 21 years of age shall be eligible for employment as a firefighter. Provides for the award of preference points for eligible persons. Sets forth the procedure for awarding preference points for fire cadet, veteran, paramedic, educational, experience, and residency preferences. Denies home rule powers. Contains other provisions. Effective immediately.

IDOT-REDUCE DISCRIMINATION

Amends provisions of the Department of Transportation Law of the Civil Administrative Code of Illinois regarding the Department of Transportation's target market program. Makes various changes concerning: the duties of the Department and the chief procurement officer; reviewing evidence of discrimination; establishment and implementation of a target market program tailored to address findings of discrimination; reports to the General Assembly; determination of contract formation and bidding procedures for target market contracts; requirements relating to participation in the target market program; inclusion of contracts funded by the federal government; deletion and designation of contracts for purposes of the target market program; payments under target market contracts; nomenclature; and other matters. Effective immediately.

AGRIC FAIR ACT-4H PAY PREMIUM

Amends the Agricultural Fair Act. Provides that the extension leader of each county or unit shall certify to the State 4-H Officer the projected amount to be paid out in premiums per exhibitor for the current fair season. Provides that the certification shall be based upon the certified number of eligible 4-H members from the previous 4-H year. Provides that, upon receipt of the certification, the Department of Agriculture shall make payment to the officer or organization. Provides that all extension publications stating that cash premiums will be awarded shall recite that awards are subject to modification or cancellation in any year for which the General Assembly fails to make an appropriation to fund the premiums. Effective immediately.

VEH CD-TRUCK SPEED LIMITS

Amends the Illinois Vehicle Code. Provides that speed limits for first and second division vehicles on 4-lane highways outside the counties of Cook, DuPage, Kane, Lake, McHenry, and Will shall be uniform. Effective January 1, 2012.
