Amends the Code of Criminal Procedure of 1963. Provides that if a defendant suffers from a mental disability and is placed in the custody of the Department of Human Services, the defendant will not be placed in a secure setting if the defendant is charged with a misdemeanor and the Department determines that the defendant could be appropriately placed in a non-secure setting. Effective immediately.
Amends the Personnel Code. Creates the Registered Nurse Registry Pilot Program to be administered by the Department of Central Management Services. Provides that the Department shall create and maintain an in-house registry of extra help employees for certain State operated facilities to improve staffing needs and to avoid the use of mandatory overtime. Provides that the in-house registry shall meet certain requirements. Provides that a State operated facility may appoint a Registered Nurse I or Correctional Nurse I as an extra help employee if certain conditions are met. Effective January 1, 2012.
Amends the Illinois Insurance Code. Makes changes to the provision concerning disclosure of limited benefits. Provides that when a beneficiary, insured, or enrollee utilizes a participating network hospital or a participating network ambulatory surgery center and, due to any reason, in network services for radiology, anesthesiology, pathology, emergency physician, or neonatology are unavailable and are provided by a nonparticipating facility-based physician or provider, the insurer or health plan shall ensure that the beneficiary, insured, or enrollee shall incur no greater out-of-pocket costs than the beneficiary, insured, or enrollee would have incurred with a participating physician or provider for covered services. Sets forth provisions concerning written explanation of benefits, billing, assignment, negotiated reimbursement, arbitration, prudent laypersons, failure to make an offer of payment, and noncovered services.
Amends the Statute on Statutes. Makes a technical change in a Section regarding the application of the Act.
Amends the Chicago Teachers Article of the Illinois Pension Code. Changes the method for calculating validated service. Limits the amount of pension credit that may be granted each year. Authorizes deductions for omissions made in prior pay periods. Requires deductions to be made whenever salary represents pay for a day or part of a day (rather than pay for 5 days). Makes other changes concerning the administration of payroll deductions. Requires employers to cause the Fund to receive all payroll records and pension contributions (rather than just pension contributions) within 30 calendar (rather than 15 business) days after each predesignated payday. Makes other changes concerning the payment and certification of salary deductions. Amends the State Mandates Act to require implementation without reimbursement. Effective July 1, 2011.
Amends the Lobbyist Registration Act. Makes a technical change in a Section concerning the short title.
Amends the State Fire Marshal Act. Provides that the Office of the State Fire Marshal shall adopt rules that, beginning July 1, 2012, prohibit the use of a rebuilt flame safeguard control in forced air heating equipment. Defines flame safeguard control.
Amends the Illinois Vehicle Code. Provides that, if an employer has reasonable suspicion to believe that a school bus driver permit holder is under the influence of alcohol, drugs, or intoxicating compounds, the employer may require the driver to undergo testing at a licensed testing facility before driving any vehicle for which a school bus driver permit is required. Requires that the employer's reasonable suspicion be based on specific, contemporaneous observations of the appearance, behavior, speech, or body odors of the driver. Provides that the employer shall report the driver to the Secretary of State if the driver refuses testing or submits to testing that reveals the presence of alcohol, drugs, or intoxicating compounds. Sets reporting requirements for the employer. Provides that the Secretary shall suspend for a period of 3 years the school bus driver permit of a driver who refuses testing or tests positive for the presence of alcohol drugs or intoxicating compounds.
