Amends the Energy Assistance Act. Provides that the Department of Healthcare and Family Services is authorized to institute an outreach program directed at low-income minority heads of households and heads of households age 60 or older. Provides that the program shall be consistent with the purposes and objectives of the Act and with all other specific requirements set forth in these provisions. Provides that as part of the program, the Department shall permit Case Coordination Units, under contract with the Department on Aging, to prepare and submit applications for energy assistance in the names of their clients in accordance with procedures established by the Department of Healthcare and Family Services. Provides that the Department shall establish a web-based application for use by applicants for energy assistance, their families, or someone acting on their behalf. Effective immediately.

Amends the Illinois Municipal Code. In non-home rule units of government, effective June 1, 2007, makes collective bargaining mandatory with respect to removal or discharge of an officer or member of the fire or police department. Effective immediately.
Amends the Business Corporation Act of 1983, the General Not For Profit Corporation Act of 1986, and the Limited Liability Company Act. Provides guidelines for electronic filing of documents or reports. Amends the Professional Service Corporation Act. Permits a professional corporation to merge with a domestic limited liability company to render the same specific professional service or related professional services. Prohibits the merger of a professional corporation with a foreign limited liability company. Further amends the Limited Liability Company Act. Provides that, if a foreign limited liability company has adopted an assumed name, the name of the series of members, managers, or interests with limited liability must contain the entire name under which the foreign limited liability company has been admitted to transact business in this State. Amends the Uniform Partnership Act (1997). Requires the Secretary of State to file a renewal statement report if the report complies with the requirements of the Act and, if it does not comply, to promptly return it to the limited liability partnership for any necessary corrections. Provides that, in the case of a non-conforming statement report, the expiration of the original or renewal statement will not occur if the limited liability partnership makes the necessary corrections and returns the report to the Secretary of State within 30 days of the date that the report was returned to the partnership for corrections. Amends the Uniform Limited Partnership Act (2001). Prohibits the name of a limited partnership from containing any of certain listed terms. Sets out penalties for a limited partnership or foreign limited partnership that fails to designate and continuously maintain an agent for service of process, fails to file its annual report or pay the requisite fee, or fails to provide its Federal Employer Identification Number within the required time period. Amends the Co-operative Act in relation to use of the term "Co-operative". Makes other changes. Effective July 1, 2007.
Amends the Illinois Vehicle Code provision concerning Illinois Fire Fighters license plates. Provides that the moneys in the Illinois Fire Fighters' Memorial Fund that are used for scholarships may be used for graduate scholarships, undergraduate scholarships, or both, for spouses (as well as for children) of fire fighters killed in the line of duty. Provides that up to 10% of the annual proceeds of the Fund may be used for exhibits for and the maintenance of the Illinois Fire Fighter Museum. Effective immediately.
Amends the Illinois Enterprise Zone Act. Provides that a private development is qualified to become and is an enterprise zone and eligible for all the benefits of an enterprise zone if it (i) achieves certification using nationally recognized and accepted green building and sensible growth guidelines, standards, or systems, and (ii) is selected through a request for proposals by the Capital Development Board. Amends the Capital Development Board Act. Provides that the Capital Development Board shall issue a request for proposals by December 31, 2008 to select 3 model private developments that are designated by specified organizations as achieving certification using nationally recognized and accepted green building and sensible growth guidelines on a neighborhood scale. Provides that the model projects shall be designated as such to receive the benefits attained through Illinois Enterprise Zones for a period of 5 years.
Amends the Criminal Code of 1961. Provides that unlawful interference with public utility services includes the knowing delay in restoration of the services, as a result of the person's theft of wire used for such services. Provides that if the disruption of the public utility services or the delay in the restoration of the public utility services occurs to 10 or more customers or affects an area of more than one square mile, unlawful interference with public utility services is a Class 2 felony.
Amends the Children with Disabilities Article of the School Code. Provides that, in the development of the individualized education program for a student who has a disability on the autism spectrum, the IEP team shall consider and shall specifically address certain factors. Provides that consideration of these factors shall result in the clarification of a school district's responsibility to deliver appropriate educational services for children with disabilities on the autism spectrum, but shall not be construed to require or mandate any specific services. Effective January 1, 2008.
Amends the Sex Offender Registration Act. Provides that when a sex offender registers with the appropriate law enforcement agency, he or she shall provide the law enforcement agency with all e-mail addresses, instant messaging identities, chat room identities, and other Internet communications identities that the sex offender uses or plans to use, all Uniform Resource Locators (URLs) registered or used by the sex offender, and all blogs and other Internet sites maintained by the sex offender or to which the sex offender has uploaded any content or posted any messages or information. Amends the Sex Offender Community Notification Law. Provides for disclosure of such information to the public. Effective immediately.
