TIF EXTEND-MANTENO

Amends the Tax Increment Allocation Redevelopment Act in the Illinois Municipal Code. Provides that the redevelopment project in the TIF district created by an ordinance that was adopted on December 30, 1986 by the Village of Manteno must be completed by December 31 of the 35th year (now, the 23rd year) after the year in which the ordinance was adopted. Effective immediately.

COMMUNITY SRVCS-GOV-COMMISSION

Amends the Community Services Act. Changes references from "disabled person" to "person with a disability". Provides that a shift from State-provided services to community services should be acknowledged by the State as a clear priority in policies and funding that values community services and supports for persons who choose to live and work in those settings, with the needed resources following the individual. Requires the Governor to appoint a commission by July 1, 2007, or as soon thereafter as possible, to prioritize a strategy for identifying a stream of revenue to address gaps and prioritize use of that revenue on rates and reimbursements for community services and supports. Provides that the commission shall have representation from the Department of Human Services, the General Assembly, persons with disabilities and mental illness, community providers, and trade associations. Provides that the rate and reimbursement methodologies must reflect the cost of providing services and supports, recognize individual disability needs, and consider geographic differences, transportation costs, required staffing ratios, and mandates not currently funded. Makes other changes. Effective immediately.

WILDLIFE-REMOTE HUNTING

Amends the Wildlife Code. Provides that a person may not operate, provide, sell, use, or offer to operate, provide, sell, or use any computer software or service that allows a person not physically present at the hunt site to remotely control a weapon that could be used to take wildlife by remote operation. Sets out criminal penalties for violation of the Act. Effective immediately.

DPT VET AFF-VET ORGANIZATIONS

Amends the Department of Veterans Affairs Act. Subject to appropriations, requires the Department to pay veterans service organizations for services provided by veterans service officers in processing claims and other benefits for veterans and their spouses or other beneficiaries residing in Illinois. Requires payment at the rate of $0.010 for each dollar of benefits obtained for veterans or their spouses or other beneficiaries. Sets forth criteria that a veterans service organization must meet.

COLLEGE CAMPUS PRESS ACT

Creates the College Campus Press Act. Provides that all campus media produced primarily by students at a State-sponsored institution of higher learning is a public forum for expression by the student journalists and editors at the particular institution. Provides that campus media, whether campus-sponsored or noncampus-sponsored, is not subject to prior review by public officials of those institutions. Provides that collegiate student editors of campus media are responsible for determining the news, opinions, feature content, and advertising content of campus media. Provides for an exception for teaching professional standards of grammar and journalism. Prohibits a collegiate media adviser from being terminated, transferred, removed, otherwise disciplined, or retaliated against for refusing to suppress protected free expression rights of collegiate student journalists and of collegiate student editors. Allows a collegiate student or collegiate media advisor to commence a civil action to obtain appropriate injunctive and declaratory relief; provides for the awarding of attorney's fees. Distinguishes campus policy. Allows for discipline for unprotected speech. Contains a severability clause. Effective immediately.

LQR CNTRL-INVITEES UNDER 21

Amends the Liquor Control Act of 1934. In a provision prohibiting a parent or guardian from knowingly authorizing or permitting any person under the age of 21 years from using alcoholic liquor by failing to control access to either the residence or the alcoholic liquor maintained in the residence, provides that where a violation of the provision directly or indirectly results in bodily harm to any person, the person violating this provision shall be guilty of a Class 4 felony. Provides that nothing in the provision shall be construed to prohibit the giving of alcoholic liquor to a person under the age of 21 years in observation of a religious holiday (now, only a person under the age of 21 years in the performance of a religious ceremony or service). Effective immediately.

DISABLED ADULT-FETAL ALCOHOL

Amends the Probate Act of 1975. Provides that the term "developmental disability" includes a disability that is attributable to "fetal alcohol syndrome" or "fetal alcohol effects" (in addition to mental retardation, cerebral palsy, epilepsy, or autism). Effective January 1, 2008.

UTILITIES-ELECTRICITY RATES

Amends the Electric Service Customer Choice and Rate Relief Law of 1997 in the Public Utilities Act. Changes the definition of "mandatory transition period" to include the period from the effective date through the date on which the Illinois Commerce Commission has approved declarations of competitive service for all classes of service offered in the service areas of all electric utilities that, on December 31, 2005, served at least 100,000 but fewer than 2 million residential customers. Requires the Commission to order certain utilities to file and implement tariffs to reinstate all 2006 rates beginning on the first day of the month immediately following the effective date. Prohibits the Commission from taking certain actions prior to 6 months after the effective date with respect to (i) initiating, authorizing, or ordering any change by way of increase or (ii) in approving an application for a merger, imposing a condition requiring any filing for an increase, decrease, or change in or other review of a utility's rates or enforcing such a condition. Provides that the Commission shall only declare the class of service to be competitive according to certain criteria (now, the Commission is required to declare the service to be competitive if the service or a reasonably equivalent substitute is available at a reasonable price from other providers other than the utility or an affiliate and the utility has lost or is reasonably likely to lose business for service to other providers). Makes other changes. Effective immediately.
