VEHICLE BACKUP WARNINGS

Urges the U.S. Congress to enact legislation requiring every car, sport utility vehicle, and pickup truck manufactured on or after January 1, 2006 to be equipped with mirrors, sensors, a camera, or other device giving the driver an unobstructed view of the entire area immediately behind the vehicle.

CHILD PRODUCT SAFETY-RECALLS

Amends the Children's Product Safety Act. Provides that a "children's product" is one designed or intended for the care of or use by a child under age 12 (instead of under age 6). Replaces the definition of "commercial user" with a definition of "commercial dealer", which includes one who manufactures children's products. Imposes requirements on commercial dealers in children's products with respect to product recalls. Provides that a commercial dealer who violates the Act is subject to a civil penalty not to exceed $1,000 for each day the violation continues (instead of providing that a commercial user who willfully and knowingly violates the Act is guilty of a Class C misdemeanor). Provides that nothing in the Act relieves a commercial dealer from compliance with stricter requirements imposed by a federal agency. Makes other changes. Effective immediately.

HOUSING-NEW TEACHERS

Amends the Illinois Housing Development Act. Authorizes the Illinois Housing Development Authority to develop and implement a program of financial assistance to recently hired Illinois teachers purchasing their first primary residence. Limits the program to teachers employed by school districts defined by the State Board of Education as financially needy or experiencing a teacher shortage. Limits eligibility to public school teachers with no more than 2 years of employment as teachers who commit to teach in their school district for at least 3 years after their closing date. Effective July 1, 2003.

CHILDHOOD HUNGER RELIEF

Creates the Childhood Hunger Relief Act and amends the School Breakfast and Lunch Program Act. Requires the board of education for certain school districts to utilize available federal funding to establish a school breakfast program and a summer food service program. Provides that applications for participation in the school food programs shall be filed with the State Board of Education and information about the child's status shall be provided by the Department of Human Services upon written request. Makes changes concerning the breakfast incentive program. Effective immediately.

VEH CD-REAR MIRRORS & SENSORS

Amends the Illinois Vehicle Code. Provides that any second division vehicle weighing not more than 8,000 pounds or first division vehicle manufactured on or after January 1, 2006 must be equipped with mirrors, sensors, a camera, or other device giving the driver an unobstructed view of the entire area immediately behind the vehicle. Provides that the new provision does not apply to any vehicle that is properly registered in another jurisdiction. Provides that the Secretary of State shall adopt rules for implementing the new provision.

COLLECTION AGENCY-CHLD SUPPORT

Amends the Collection Agency Act. Provides that a collection agency may not impose a fee or charge for any child support payments collected through the efforts of a State or local governmental agency. Provides that a collection agency may not impose a fee or charge for the collection of child support payments that exceeds 25% of the amount of child support actually collected by the collection agency.

HANDGUN- TRIGGER LOCKS

Amends the Department of State Police Law of the Civil Administrative Code of Illinois. Creates a Handgun Roster Board within the Department of State Police. Provides that the Board shall review the status of personalized handgun technology and report its findings to the Governor and the General Assembly on an annual basis beginning on or before July 1, 2005. Amends the Criminal Code of 1961. Provides that a dealer may not sell, offer for sale, rent, or transfer in this State a handgun manufactured on or before December 31, 2005 unless the handgun is sold, offered for sale, rented, or transferred with an external safety lock. Provides that beginning January 1, 2006, a dealer may not sell, offer for sale, rent, or transfer in this State a handgun manufactured on or after January 1, 2006 unless the handgun has an integrated mechanical safety device. Provides that a violation is a Class 4 felony. Establishes exemptions.

Amends the Department of Labor Law of the Civil Administrative Code of Illinois. Makes a technical change in a Section concerning the Department of Labor.

SCH AID FORMULA-CONTINU APPROP

Amends the State Aid Continuing Appropriation Law. Makes the Law applicable to fiscal year 2004 and each fiscal year thereafter. Provides that if the General Assembly fails to make Common School Fund appropriations to the State Board of Education in fiscal year 2004 and in each fiscal year thereafter sufficient to fund the general State aid, supplemental general State aid, and supplementary grants in aid provisions of the State aid formula, the Law shall constitute an irrevocable and continuing appropriation from the Common School Fund of all amounts necessary for those purposes. Removes a provision that provides for the Law's repeal on June 30, 2003. Effective immediately.
