DHS-BLIND VENDOR PROGRAM

Creates the Blind Vendors Act. Provides that the Department of Human Services, Bureau of Blind Services, shall operate and promote the Business Enterprise Program for the Blind. Sets forth that the federal Randolph-Sheppard Act and the regulations adopted pursuant to that Act shall serve as the minimum standards for the operation of the Business Enterprise Program for the Blind. Provides that under the Program: (1) blind vendors have priority in the operation of all vending facilities on State property; (2) vending machine income from all vending machines on State property shall be assigned to the blind vendor on the property or to the Blind Vendors Trust Fund; (3) no State agency may impose any commission, service charge, rent, or utility charge on a blind vendor operating on State property; (4) sales made at a blind vendor's vending facility are exempt from all occupation and use taxes; and (5) State agencies may not allow competition with a blind vendor. Sets forth that the Bureau Director for the Bureau of the Blind and the Committee of Blind Vendors shall jointly develop regulations to ensure that priority is given to blind vendors in the operation of vending facilities on State property. Provides that the Department may provide for set-asides of the net proceeds of vending operations under certain conditions. Requires set-aside funds to be deposited in the Blind Vendors Trust Fund, a separate account managed by the Department for the State's blind vendors. Sets forth provisions for the distribution of vending machine income from vending machines on State property. Provides certain conditions for the licensing of blind vendors. Creates the Committee of Blind Vendors to jointly participate in the development and implementation of all policies, plans, and major decisions affecting the Business Enterprise Program for the Blind. Sets forth provisions for the composition of the Committee. Provides certain procedures for the resolution of disputes arising within the Program. Provides for the promulgation of regulations relating to the operation of this Act. Requires the Department to make regular surveys and reports on State property and vending facilities. Sets forth conditions and information to be contained in the surveys and reports. Preempts home rule powers. Repeals the Blind Persons Operating Vending Facilities Act. Amends the Use Tax Act, Service Use Tax Act, Service Occupation Tax Act, and Retailers' Occupation Tax Act to provide that personal property purchased from a blind vendor's vending facility licensed by the Department of Human Services under the Blind Vendors Act is exempt from the taxes imposed by those Acts and that these exemptions are not subject to the sunset provisions of those Acts.

VEH CD-REAR MIRRORS & SENSORS

Amends the Illinois Vehicle Code. Provides that any second division vehicle weighing not more than 8,000 pounds or first division vehicle manufactured on or after January 1, 2007 must be equipped with mirrors, sensors, a camera, or other device giving the driver an unobstructed view of the entire area immediately behind the vehicle. Provides that the new provision does not apply to any vehicle that is properly registered in another jurisdiction. Provides that the Secretary of State shall adopt rules for implementing the new provision.

HANDGUN DEALER LICENSE

Creates the Handgun Dealer Licensing Act. Requires a person who engages in the business of selling or transferring concealable firearms to be licensed by the Department of State Police. Establishes qualifications for licenses. Provides that it is a Class 4 felony to engage in the business of selling or transferring concealable firearms without a license. Requires a licensed handgun dealer who sells or transfers a concealable firearm to a person who is not a licensed dealer to report that sale or transfer to the Department of State Police.

SCH CD-SPECIAL ED-REIMBURSEMNT

Amends the School Code with respect to special education classes for children from orphanages, foster family homes, children's homes, or in-State housing units. In a provision that allows reimbursement for the costs of educating a disabled student who is placed residentially by a State agency or the courts for care or custody, welfare, medical or mental health treatment, rehabilitation, and protection, provides that it is the intent of that provision that school districts be reimbursed for the eligible costs of educating all students residentially placed by a State agency or the courts for any of the reasons listed whether such placement was made on, before, or after the effective date of the amendatory Act. Effective immediately.

CRIM CD-ID THEFT

Amends the Identity Theft Law of the Criminal Code of 1961. Provides that identity theft also occurs when a person knowingly: (1) uses any personal identification information or personal identification document of another to portray himself or herself as that person, or otherwise, for the purpose of gaining access to any personal identification information or personal identification document of that person, without the prior express permission of that person, or (2) uses any personal identification information or personal identification document of another for the purpose of gaining access to any record of the actions taken, communications made or received, or other activities or transactions of that person, without the prior express permission of that person. Provides that where a person has been convicted of this form of identity theft, in the absence of proof of actual damages, the person whose personal identification information or personal identification documents were used in the violation in question may recover damages of $2,000. Provides that it is no defense to a charge of aggravated identity theft or identity theft that the offender received the consent of any person to access any personal identification information or personal identification document, other than the person described by the personal identification information or personal identification document used by the offender. Establishes exemptions to violations of the Identity Theft Law. Effective immediately.

GROW YOUR OWN TEACH-GRNT EXPND

Amends the Grow Our Own Teacher Education Act. Changes the name of the Act to the Grow Your Own Teacher Act. Defines "developmental classes" and makes changes to the definition of "parent and community leaders" and "schools serving a substantial percentage of low-income students". Replaces references to "student" and "participant" with "candidate" throughout the Act. Provides that the State Board shall establish criteria that address the inclusion in the planned program of strategies derived from community organizing that will help candidates develop tools for working with parents and other community members. Provides for partial loan forgiveness for shortened periods of service in hard-to-staff schools or hard-to-staff teaching positions. Provides that school districts may use those portions of the grant money designated for the expenses of supporting the work experiences of candidates and providing mentors for graduates or other applicable public funds to pay participants in programs under the initiative for student teaching required by an accredited teacher preparation program. Provides that one member of the consortium may expend funds to cover the salary of a site-based cohort coordinator and that grant funds may be expended to pay directly for required developmental classes for candidates beginning a program. Makes other changes. Effective January 1, 2007.

LAW ENFORCEMENT-CAMERA GRANT

Creates the Law Enforcement Camera Grant Act. Creates the Law Enforcement Camera Grant Fund to be used for the installation of video cameras in law enforcement vehicles and training of law enforcement officers in the operation of the cameras. Provides that the Illinois Law Enforcement Training Standards Board shall administer the program. Amends the Unified Code of Corrections. Creates an additional penalty of $1 for every $40 fine imposed for a criminal or traffic offense, not including parking or registration offenses, to be deposited into the Law Enforcement Camera Grant Fund. Contains other provisions. Amends the State Finance Act to create the special fund. Effective immediately.
