Proposes to amend the Legislature Article of the Illinois Constitution. Provides that, beginning in 2016, Representatives shall first be elected for terms of four years, then for terms of two years, and then for terms of four years. Adds that whenever a seat in the House of Representatives becomes vacant with more than 28 months remaining in the term, the vacancy shall be filled by appointment until the next general election, at which time a replacement shall be elected to serve for the remainder of the term. Provides that the General Assembly shall be a continuous body for a period beginning and ending at noon on the second Wednesday of January of consecutive odd-numbered years. Applies to the terms of Representatives elected in 2016 and thereafter.

Directs the House Museums, Arts, & Cultural Enhancement Committee to hold hearings and issue an Illinois Museum Attendance and Funding Report.

Amends the Illinois Notary Public Act. Provides that if the Secretary of State implements an electronic application system for the appointment of notaries public, then each applicant for appointment as a notary public shall use that system to apply for appointment as a notary public. Authorizes persons making an electronic application for appointment as a notary public to sign and verify electronically the oath that is required of all notaries public. Repeals a provision that would have terminated, as of July 1, 2013, the requirement that a notary public officially sign, at the time of a notarial act, every notary certificate and affix the rubber stamp seal clearly and legibly using black ink, so that it is capable of photographic reproduction. Provides that identification documents are documents that are valid at the time of the notarial act, issued by a state agency, federal government agency, or consulate, and bearing the photographic image of the individual's face and signature of the individual (now, the definition of that term is scheduled to be repealed on July 1, 2013). Effective June 30, 2013.
Amends the Illinois Power Agency Act. Includes references to the reduction of thermal load in the definitions of "energy efficiency" and "renewable energy resources". Makes corresponding changes to the definition of "Energy Efficiency Project" in the Illinois Finance Authority Act. Effective immediately.
Creates the Freedom from Drone Surveillance Act. Provides that a law enforcement agency may not use a drone to gather information. Permits the use of a drone by a law enforcement agency: (1) to counter a high risk of a terrorist attack by a specific individual or organization if the United States Secretary of Homeland Security determines that credible intelligence indicates that there is that risk; (2) if a law enforcement agency first obtains a search warrant signed by a judge authorizing the use of a drone; or (3) if a law enforcement agency possesses reasonable suspicion that, under particular circumstances, swift action is needed to prevent imminent harm to life or serious damage to property, or to forestall the imminent escape of a suspect or the destruction of evidence. Provides that a law enforcement agency may not own or use a drone that is equipped with any kind of lethal or non-lethal weapon. Provides that information obtained or collected in violation of the Act is not admissible as evidence in any criminal, civil, administrative, or other proceeding. Establishes certain information retention and reporting requirements concerning drone ownership and use.
Amends the Military Property Act. Makes a technical change in a Section concerning conveyance of property for military purposes.
Amends the Department of Transportation Law of the Civil Administrative Code of Illinois. Expands the list of targeted group member classes for the Diversity in Engineering scholarship program to include national origin, ancestry, age, and disability, and modifies the definition so that classes are included as long as the percent employed by the Department is less than the percent employed statewide according to labor statistics and not a specific plan adopted by the Department. Removes the eligibility requirement that applicants be members of a targeted group, and removes the requirement that applicants be full-time students. Directs the Department to establish a process for selecting eligible students that considers obtaining a critical mass of students in the program to remedy the underutilization of targeted group members. Provides that the Department may (rather than shall) adopt rules to implement and administer the scholarship program. Effective immediately.
