PEN CD-CHGO TCHR-RETMT INCR

Amends the Chicago Teacher Article of the Illinois Pension Code. Establishes a minimum retirement pension of $1,500 per month for teachers with at least 20 years of service credit in the Fund. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

MCCORMICK PLACE BONDS

Amends the State Finance Act, the Use Tax Act, the Service Occupation Tax Act, the Service Use Tax Act, and the Retailers' Occupation Tax Act concerning moneys deposited into the McCormick Place Expansion Project Fund. Provides that moneys deposited into the Fund from collections from use and occupation taxes shall be deposited into the Fund as "Base Deposits" and "Additional Deposit" (now, the moneys are deposited into the Fund as a singe "Total Deposit"). Provides that moneys must be deposited into the Fund each fiscal year in which there are outstanding bonds until fiscal year 2046 (now, fiscal year 2042). In the State Finance Act, provides that the Chairman of the Metropolitan Pier and Exposition Authority must annually certify an amount equal to (i) the Base Deposit into the Fund plus (ii) the Additional Deposit into the Fund that is required to pay the Debt Service Requirements on all outstanding bonds minus (iii) amounts available to pay debt service in that fiscal year (now, the Chairman must certify an amount required to pay the debt service on existing bonds). Amends the Metropolitan Pier and Exposition Authority Act. Provides for monthly payments from the special trust fund to the McCormick Place Expansion Project Fund of an amount equal to the Additional Deposit certified by the Chairman of the Authority (now, provides for monthly payments of the entire certified amount). Provides for monthly payments from the McCormick Place Expansion Project Fund to the Authority of the entire amount certified by the Chairman (now, requires monthly payments of the Debt Service Requirement). Provides that the Authority may not issue bonds and notes if, at the time of issuance, the requirements in any fiscal year for payment of principal and interest for all outstanding bonds and notes exceeds the Total Deposit to be transferred to the Fund McCormick Place Expansion Project Fund under the State Finance Act (now, the Authority may issue bonds and notes in an aggregate principle amount not to exceed $2,107,000,000). Provides that no bonds issued to refund or advance refund the Authority's bonds may mature later than fiscal year 2046 (now, the refund bonds may not mature later than the longest maturity date of the series of bonds being refunded). Effective immediately.

PREVAILNG WAGE-COVERED WORKERS

Amends the Prevailing Wage Act. Provides that workers at a facility dedicated exclusively, or nearly so, to performance of a public works project and located in such proximity to the actual construction location that it would be reasonable to include them, or that perform work specifically designated for installation on a public works project, shall be deemed to be employed on public works. Provides for coverage of the transportation of aggregate materials to or from the job site. Provides that workers who are paid a set amount for truck expense and take-home wage and who are deemed to be employed on the public works project are entitled to the proper prevailing wage for the equipment being operated. Makes other changes.

DHS-BLIND VENDOR PROGRAM

Creates the Blind Vendors Act. Provides that the Department of Human Services, Bureau of Blind Services, shall operate and promote the Business Enterprise Program for the Blind. Sets forth that the federal Randolph-Sheppard Act and the regulations adopted pursuant to that Act shall serve as the minimum standards for the operation of the Business Enterprise Program for the Blind. Provides that under the Program: (1) blind vendors have priority in the operation of all vending facilities on State property; (2) vending machine income from all vending machines on State property shall be assigned to the blind vendor on the property or to the Blind Vendors Trust Fund; (3) no State agency may impose any commission, service charge, rent, or utility charge on a blind vendor operating on State property; (4) sales made at a blind vendor's vending facility are exempt from all occupation and use taxes; and (5) State agencies may not allow competition with a blind vendor. Sets forth that the Bureau Director for the Bureau of the Blind and the Committee of Blind Vendors shall jointly develop regulations to ensure that priority is given to blind vendors in the operation of vending facilities on State property. Provides that the Department may provide for set-asides of the net proceeds of vending operations under certain conditions. Requires set-aside funds to be deposited in the Blind Vendors Trust Fund, a separate account managed by the Department for the State's blind vendors. Sets forth provisions for the distribution of vending machine income from vending machines on State property. Provides certain conditions for the licensing of blind vendors. Creates the Committee of Blind Vendors to jointly participate in the development and implementation of all policies, plans, and major decisions affecting the Business Enterprise Program for the Blind. Sets forth provisions for the composition of the Committee. Provides certain procedures for the resolution of disputes arising within the Program. Provides for the promulgation of regulations relating to the operation of this Act. Requires the Department to make regular surveys and reports on State property and vending facilities. Sets forth conditions and information to be contained in the surveys and reports. Preempts home rule powers. Repeals the Blind Persons Operating Vending Facilities Act. Amends the Use Tax Act, Service Use Tax Act, Service Occupation Tax Act, and Retailers' Occupation Tax Act to provide that personal property purchased from a blind vendor's vending facility licensed by the Department of Human Services under the Blind Vendors Act is exempt from the taxes imposed by those Acts and that these exemptions are not subject to the sunset provisions of those Acts.

PODIATRY-DEF-DISCIPLINARY FUND

Amends the Podiatric Medical Practice Act of 1987. Removes the exception of the administration of general anesthetics and the amputation of the human foot from the definition of "podiatric medicine" or "podiatry". Provides that of the moneys deposited into the Illinois State Podiatric Disciplinary Fund, during each 2-year renewal period, $200,000 (rather than 15%) of the money received from the payment of renewal fees shall be used for certain scholarships, residency programs, and other expenses. Effective immediately.

TWP CD-LEASE SURPLUS REALTY

Amends the Township Code. Provides that if the township board of any township determines that any real estate acquired by or held by the township is no longer necessary, appropriate, required, or profitable for the township or that leasing the real estate is in the best interest of the township, the township board may pass an ordinance authorizing the township to lease the real estate for a term not to exceed 40 years. Provides that passage of the ordinance requires the affirmative vote of three-fourths of the members of the township board. Requires the township board to give notice of the proposed ordinance and sets forth notice requirements. Authorizes the township board to negotiate the consideration and terms of the lease and to contract with the lessee for the use of a portion of any structure or improvement to be constructed on the real estate.
