Amends the Illinois Speech-Language Pathology and Audiology Practice Act. Provides that "the practice of speech-language pathology" includes the use of instrumental procedures, including the use of flexible endoscopes to observe the pharyngeal and laryngeal areas of the throat to (i) collect data and measure the parameters of communication and swallowing and (ii) guide communication and swallowing assessment and therapy. Provides that instrumental procedures may not be used by a speech-language pathologist as a diagnostic procedure without authorization from a physician licensed to practice medicine in all of its branches.

Amends the Illinois Public Accounting Act. Makes a technical change in a Section concerning the short title.
Amends the Chicago Teacher Article of the Illinois Pension Code. Provides for a one-time increase in certain retirement and survivor's annuities. Declares it to be the public policy of this State and the intention of the General Assembly to protect annuitants against significant decreases in the purchasing power of retirement and survivor's annuities. Directs the retirement system to review and report on significant changes in purchasing power. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Creates the Alternative Treatment for Serious Diseases Causing Chronic Pain and Debilitating Conditions Act. Provides that when a person has been diagnosed by a physician as having a debilitating medical condition, the person and the person's primary caregiver may be issued a registry identification card by the Department of Public Health that permits the person or the person's primary caregiver to legally possess no more than 12 cannabis plants and 2.5 ounces of usable cannabis. Amends the Cannabis Control Act to make conforming changes. Provides that the provisions of the Act are severable. Effective immediately.
Amends the Illinois Lottery Law. Requires the Department of Revenue to establish and maintain an Internet lottery game program that allows an eligible person to purchase lottery tickets through the Internet through the services of a private Internet agent. Sets forth procedures for the establishment and operation of the program and for the creation of individual lottery accounts. Effective immediately.
Amends the Regulatory Sunset Act to change the repeal date of the Marriage and Family Therapy Licensing Act from January 1, 2008 to January 1, 2018. Effective immediately.
Amends the Podiatric Medical Practice Act of 1987, the Professional Service Corporation Act, and the Limited Liability Company Act. Replaces certain references to the practice of medicine in all of its branches with references to practice under the Medical Practice Act of 1987.
Amends the Real Estate Appraiser Licensing Act of 2002. Makes changes throughout the Act that mark the transfer of authority to administer and enforce the Act to the Department of Financial and Professional Regulation (rather than the Office of Banks and Real Estate). Replaces "associate real estate appraiser" with "associate real estate trainee appraiser" throughout the Act. Changes the Real Estate Appraisal Board to the Real Estate Appraisal Administration and Disciplinary Board. Provides that a person who violates certain licensure provisions for a second or any subsequent time is guilty of a Class 4 felony. Sets forth additional education requirements for licensure under the Act. Removes a provision allowing a person who holds a valid license as a licensed real estate appraiser, issued pursuant to a predecessor Act, to convert that license to an associate real estate appraiser license. Removes a provision concerning licensed real estate appraiser's licenses issued pursuant to a predecessor Act and provides that an associate real estate trainee appraiser license may not be renewed more than 2 times. Adds a provision concerning temporary license suspension. Provides that an education provider may use an instructor who is a faculty member in good standing with an accredited college or university or community college or who is an approved appraisal instructor from an appraisal organization that is a member of the Appraisal Foundation. Makes other changes. Amends the Illinois Savings and Loan Act of 1985, the Savings Bank Act, and the Real Estate License Act of 2000 to make related changes. Effective January 1, 2008.
Amends the Real Estate Timeshare Act of 1999. Provides that a resale agent means a person who sells, offers to sell, or advertises to sell a timeshare (instead of sells or offers to sell a timeshare). Provides that the minimum requirements of a timeshare sale listing agreement include the use, rental, or exchange of the unit during the listing period; designation of any rental fees recipient; disclosure of any relationship between the resale agent and any person receiving a benefit from the use of the timeshare; any pre-sale fees; the resale agent's prior experience; commissions; the resale agent's real estate license, or the lack of a license; and other matters (instead of requiring only disclosure of the resale agent's compensation, certain terms of the use or rental of the timeshare, and the length of the term of the listing contract). Provides for disclosures, in addition to those already required, to a prospective purchaser of a timeshare that include the status of assessments and real estate taxes and the location of documents about the timeshare. Provides that a timeshare resale agent shall be a licensed real estate broker or, if not, shall disclose that fact and supply a warning. Provides that a developer, exchange company, or resale agent shall renew their registrations at least biennially. Provides that a developer or promoter shall provide the required disclosures to a prospective purchaser in writing or electronically, although not in every ad or communication, at least once before the prospective purchaser leaves for a scheduled sales presentation. Makes other changes. Provides for severability of the provisions of this amendatory Act. Effective immediately.
Amends the Nurse Practice Act, the Pharmacy Practice Act, and the Illinois Controlled Substances Act to allow for the delegation of prescriptive authority to an advanced practice nurse by a physician licensed to practice medicine in all its branches or a licensed podiatrist for any Schedule III through V controlled substances (now, Schedule III, III-N, IV, or V controlled substances). In the Illinois Controlled Substances Act, sets forth guidelines for the prescriptive authority delegated to advanced practice nurses as it relates to certain controlled substances, including Schedule II controlled substances.
